El Departament d'Agricultura, Ramaderia, Pesca i Alimentació (DARP) de la Generalitat de Catalunya, conjuntamente con las Cámaras de Agricultura de los Pirineos Orientales y del Ariège, propone desarrollar un proyecto que favorezca la profesionalización, competitividad e internacionalización de las empresas agrícolas de los territorios transfronterizos a través del fomento de los circuitos alimentarios de proximidad. La toma de conciencia de los consumidores en favor de los productos locales y la importancia de las empresas locales para el desarrollo económico de los entornos rurales, representa una excelente oportunidad para reforzar las estrategias de comercialización y distribución de proximidad en las pequeñas y medianas empresas del territorio. En este sentido, el proyecto busca promover los circuitos cortos y la venta directa transfronteriza para mejorar la accesibilidad de los productos locales a los consumidores. El proyecto define acciones entre las que destacamos el sistema de apoyo global a las empresas, el análisis transfronterizo comparado de los canales de distribución existentes y la creación y segmentación de una oferta comercial y turística para las empresas de ambos lados de la frontera. Asimismo, el proyecto potenciará el intercambio de experiencias y el mutuo conocimiento entre los diferentes actores del territorio (productores, distribuidores, restauración, comercios, etc.) para reforzar un modelo de productos locales sostenible.

Le Département de l'Agriculture, de l'Elevage, de la Pêche et de l'Alimentation (DARP) de la Generalitat de Catalunya, en collaboration avec les Chambres d'Agriculture des Pyrénées-Orientales et de l'Ariège, propose de développer un projet qui encourage le professionnalisme, la compétitivité et l'internationalisation des entreprises agricoles des territoires transfrontaliers à travers la promotion des circuits alimentaires de proximité. La prise de conscience des consommateurs en faveur des produits locaux et l’importance des entreprises locales pour le développement économique des milieux ruraux, représente une excellente occasion de renforcer les stratégies de commercialisation et de distribution de proximité dans les petites et moyennes entreprises du territoire. En ce sens, le projet vise à promouvoir les circuits courts et la vente directe transfrontalière pour améliorer l’accessibilité des produits locaux aux consommateurs. Le projet définit des actions parmi lesquelles nous soulignons le système global de soutien aux entreprises, l'analyse comparative transfrontalière des canaux de distribution existants et la création et segmentation d'une offre commerciale et touristique pour les entreprises des deux côtés de la frontière. Également, le projet favorisera l'échange d'expériences et la compréhension mutuelle entre les différents acteurs du territoire (producteurs, distributeurs, restaurants, commerces, etc.) pour renforcer un modèle de produits locaux durable.

Description (EN):

The Department of Agriculture, Livestock, Fishery and Food of the Catalonian Government, together with the Chambers of Agriculture of the Pyrenees Orientales and Ariège, are intending to develop a project to promote professionalization, competitiveness and internationalization of agricultural enterprises of cross-border territories through the promotion of proximity sale food circuits. The awareness of consumers to local products and the importance of the local enterprises for the economic development of rural environments represent a great opportunity to reinforce marketing and distribution strategies of proximity in small and medium-sized enterprises of the territory. In this sense, the project seeks to promote short circuits and direct cross-border sales to improve the accessibility of local products to consumers. The project defines actions among which stands out the global support system for companies, the comparative cross border analysis of existing distribution channels and the creation and segmentation of a commercial and tourist offer for companies on both sides of the border. Likewise, the project will foster the exchange of experiences and mutual knowledge among the different actors in the territory (production, distributors, restaurants, commerce, etc.) to reinforce a model of sustainable local products.

Achievements (ES):

Els objectius del projecte Interreg POCTEFA Tr3s Local se centren, principalment, a promocionar i sensibilitzar sobre els circuits curts de comercialització; donar suport a la venda directa a les explotacions i mercats locals; augmentar la professionalització de les empreses productores de proximitat; implicar el sector turístic en la promoció dels productes de proximitat; intercanviar coneixement, i experiències entre les regions sòcies. I en concret, l’objectiu a Catalunya ha sigut impulsar el segell de Venda de Proximitat, una acreditació regulada pel Decret 24/2013, sobre l’acreditació de la venda de proximitat de productes agroalimentaris, actualitzada amb la modificació del Decret 254/2019. Així, a part d’impulsar la Gastroteca i el Benvingut a Pagès tot l’any, les iniciatives adreçades a empreses de Catalunya en el marc d’aquest projecte han estat: l’anàlisi de l’impacte del distintiu de la venda de proximitat; una oferta formativa per a iniciar-se en la venda de proximitat, que aportava coneixements sobre comercialització, màrqueting, costos, i cooperativisme; l’oferiment d’assessoraments personalitzats a empreses productores; l’acompanyament a fires als territoris socis; i diverses jornades, grups de treball i intercanvis de coneixements amb els socis sobre l’acompanyament a iniciatives entorn els productes de proximitat; la publicació de la Guia de restaurants de proximitat i de la Guia d’ús del segell ‘Venda de proximitat; i la sensibilització en l’etapa escolar, mitjançant l’edició d’una càpsula audiovisual 360º per a ser projectada mitjançant la Cúpula Gustum. Aquesta Cúpula forma part del projecte de cooperació Leader anomenat ‘Gustum’, que compta amb el cofinançament del DARP i del Fons Europeu Agrícola de Desenvolupament Rural (FEADER). També, entre altres, s’ha produït nombrós materials promocional i s’ha editat el Decàleg de la Venda de Proximitat, iniciatives que perduraran ara que s’acaba el projecte, igual com l’impuls i renovació del web Gastroteca (https://www.gastroteca.cat/), que disposa d’un geolocalitzador de productor/es que venen els seus productes directament al consumidor en qualsevol punt de Catalunya, o el ‘Benvinguts a Pagès tot l’any’ (https://totlany.benvingutsapages.cat/), que proporciona una oferta permanent de visites i experiències en explotacions catalanes, les quals els suposen una font d’ingressos més, i que permeten viure el dia a dia dels productors i productores, i conèixer de primera mà com produeixen i elaboren els seus productes. Aquesta darrera iniciativa conviurà amb la ja existent del ‘Benvinguts a Pagès, la Festa’, en què un cap de setmana a l’any una representació dels productors i les productores, restaurants, i allotjaments rurals inscrits ofereixen tot tipus d’activitats divulgatives presencials i virtuals. Val a dir que les iniciatives desenvolupades en el marc del projecte Interreg POCTEFA Tr3s Local encaixen perfectament en el nou Pla Estratègic de l’Alimentació de Catalunya (PEAC). La venda de proximitat és una garantia de qualitat i frescor dels aliments, ja que es fa servir sistemes i circuits de venda curts i directes; permet identificar de forma precisa aquells productes que han estat produïts, elaborats, i venuts pels propis productors; i alhora contribueix a la viabilitat econòmica del camp català, i al desenvolupament socioeconòmic de les zones rurals. Actualment hi ha més de 2.700 productors adherits a la Venda de Proximitat a Catalunya.

Achievements (EN):

The objectives of the Interreg POCTEFA Tr3s Local project focus mainly on promoting and raising awareness of short marketing circuits; support direct sales to farms and local markets; increase the professionalization of local production companies; involve the tourism sector in the promotion of local products; exchange knowledge and experiences between the partner regions. And specifically, the objective in Catalonia has been to promote the Proximity Sale seal, an accreditation regulated by Decree 24/2013, on the accreditation of the proximity sale of agri-food products, updated with the amendment of Decree 254/2019 . Thus, apart from promoting the Gastroteca and the Benvingut a Pagès all year, the initiatives aimed at companies in Catalonia within the framework of this project have been: the analysis of the impact of the proximity sales mark ; a training offer to get started in local sales, which provided knowledge about commercialization, marketing, costs, and cooperativeness; offering personalized advice to production companies; accompaniment to fairs in partner territories; and various conferences, working groups and exchanges of knowledge with partners on support for initiatives around local products; the publication of the Guide to local restaurants and the Guide to the use of the 'Local sale' stamp; and awareness in the school stage, through the edition of a 360º audiovisual capsule to be projected through the Gustum Dome. This Summit is part of the Leader cooperation project called 'Gustum', which has co-financing from the DARP and the European Agricultural Fund for Rural Development (EAFRD). Also, among others, numerous promotional materials have been produced and the Proximity Selling Decalogue has been published, initiatives that will continue now that the project is finished, as well as the promotion and renewal of the Gastroteca website (https:/ /www.gastroteca.cat/), which has a geolocator of producers who sell their products directly to consumers anywhere in Catalonia, or the 'Welcome to Pagès all year round' (https://totlany .benvingutsapages.cat/), which provides a permanent offer of visits and experiences in Catalan farms, which provide them with another source of income, and which allow them to experience the day-to-day life of producers, and learn first-hand how produce and manufacture their products. This last initiative will coexist with the already existing 'Welcome to Pagès, the Festival', in which one weekend a year a representation of registered producers and producers, restaurants, and rural accommodation offer all kinds of face-to-face outreach activities and virtual It is worth saying that the initiatives developed within the framework of the Interreg POCTEFA Tr3s Local project fit perfectly into the new Strategic Food Plan of Catalonia (PEAC).
