Achievements (DE):

Das Projekt zum Hochwasserrisikomanagement widmete sich einer Verbesserung der Schadensvorsorge bei Hochwasser und Starkniederschlägen, um zukünftig Hochwasserrisiken zu begrenzen und zu vermeiden. Der Fokus lag dabei auf der Intensivierung der grenzübergreifenden Zusammenarbeit im sächsisch-tschechischen Grenzraum. STRIMA II baute auf das bereits im Jahre 2013-2015 realisierte Projekt STRIMA I auf. Projektergebnisse: Die Ergebnisse des Projekts wurden in den vier Arbeitspaketen gebündelt: 1. Minderung von Hochwasserschäden an Wohngebäuden. FLOOD.Bi –Entwicklung eines webbasiertes Informationssystems für die Schadensermittlung und Bauvorsorge sowie zur Minderung von Hochwasserschäden an Gebäuden. 2. Minderung von Hochwasserschäden an Umweltschutzgütern und Landnutzungen. Es wurden folgende Ansätze entwickelt, mit denen sich landwirtschaftliche Schäden durch Überflutungen detailliert ermitteln lassen: Durchführung einer umweltökonomischen Analyse der Hochwasserfolgen zur integrierten Bewertung von Schäden und Maßnahmenoptionen. Durchführung einer Studie zu Hochwasserschäden auf landwirtschaftlichen Flächen. Erstellung eines „Katalogs der naturnahen Hochwasserschutzmaßnahmen“ für Kommunen, Wasserschutzbehörden und die breite Öffentlichkeit. 3. Minderung von Hochwasserschäden an technischen Infrastrukturen. Erstellung eines Leitfadens zur Schadensvorsorge an Fließgewässern und nachhaltiger Minimierung des Schadenspotenzials. Untersuchung von Straßenaufbauten. 4. verbesserte Kommunikation des Hochwasserrisikos. Aufgrund der Vielzahl an Zielen und Aktivitäten ist das Arbeitspaket in zwei Teile unterteilt. Frühwarnung und Katastrophenschutz: INGE – Erstellung einer Interaktiven Gefahrenkarte für den kommunalen Hochwasserschutz: die kostenlose Software INGE visualisiert Alarm- und Einsatzpläne örtlicher Behörden. Durchführung einer Studie über die Möglichkeiten der automatisierten grenzüberschreitenden Verknüpfung vorhandener Warnsysteme Erhöhung des Risikobewusstseins: Erarbeitung einer Kommunikationsstrategie zur Hochwasser-Risikokommunikation. Erstellung eines Fördermittelkatalogs. Informationsmaterial für Kommunen und die betroffene Öffentlichkeit. Achievements (EN):

The flood risk management project was dedicated to improving damage prevention in floods and heavy precipitations in order to limit and avoid flood risks in the future. The focus was on intensifying cross-border cooperation in the Saxon-Czech border area. Strima II built on the STRIMA I project, which was already implemented in 2013- 2015. Project results: The results of the project were bundled into the four work packages: 1. Reduction of flood damage to residential buildings. FLOOD.Bi — Development of a web-based information system for damage assessment and construction prevention as well as for the reduction of flood damage to buildings. 2. Mitigation of flood damage to environmental goods and land use. The following approaches have been developed to identify in detail agricultural damage caused by floods: Conduct an environmental economic analysis of flood impacts for the integrated assessment of damage and policy options. Carrying out a study on flood damage on agricultural land. Preparation of a “catalogue of near-natural flood protection measures” for municipalities, water protection authorities and the general public. 3. Mitigation of flood damage to technical infrastructures. Preparation of a guide on the prevention of damage to flowing waters and sustainable minimisation of damage potential. Investigation of road constructions. 4. Improved communication of flood risk. Due to the variety of goals and activities, the work package is divided into two parts. Early warning and civil protection: Inge — Creation of an interactive hazard map for municipal flood protection: the free software INGE visualises alarm and operational plans of local authorities. Conduct a study on the possibilities of automated cross-border linking of existing warning systems Increasing risk awareness: Development of a communication strategy for flood risk communication. Creation of a funding catalogue. Information material for municipalities and the public concerned. Small water areas in the landscape as a complex tool for water retention in the river basin.
