Le projet se concentre sur l'utilisation des Marchés Publics de l'Innovation (PPI) pour stimuler le développement de solutions technologiques innovatrices dans le domaine de l'efficacité énergétique et de leur adoption par le marché. Les Autorités Locales étaient impliquées dans le développement de l'infrastructure nécessaire pour permettre et accélérer la création de diverses institutions adressées à l'innovation, comme les incubateurs et les centres de RDI et avec l’objectif de soutenir les entreprises innovatrices. Les Autorités Locales ont rarement été directement impliquées dans des activités RDI car elles ont toujours été perçues comme des acheteurs/utilisateurs de produits et de solutions mûres. Le défi que les partenaires veulent affronter est d'étudier et de mettre en œuvre des procédures (test) PPI qui peuvent être transférées dans des contextes similaires de l’Espace Med. Le projet permettra aux zones concernées de mettre en œuvre l'innovation et stimuler le développement de produits innovants et des solutions adaptées à leurs besoins. Les zones d'apprentissage auront l'occasion d'introduire/catalyser les procédures PPI dans leurs politiques des Marchés Publics de l'Innovation permettant la mise en œuvre des stratégies et des plans locaux visant à un développement durable grâce à la croissance verte. Dans le même temps les partenaires et les groupes impliqués auront la possibilité d'établir une coopération étroite pair à pair et la création de nouveaux réseaux.

Description (EN):

The main idea of the project proposal focuses on the use of Public Procurement of Innovation (PPI) procedures supported by the European Union (EU) in order to stimulate the development of innovative technology systems and solutions in the field of energy efficiency and their market uptake. When it comes to innovation, local authorities (LA) were mainly involved in development of the infrastructure required to enable and speed up establishment of various institutions directed to innovation, like incubators, RDI centers etc. with main aim to support innovative companies. LAs were rarely directly involved in targeted RDI activities as they were always perceived as buyers and users of mature products and solutions. The challenge that partners want to face is to study and implement (test) PPI procedures that can be transferred in similar contexts of the MED area. Project will enable the areas involved to procure and implement innovation and boost development of a wide range of innovative products and solutions customized and tailored to their needs. Learning areas will have the opportunity to introduce or catalyze PPI procedures into their public procurement policies enabling faster implementation of local strategies and plans aiming at sustainable development through green growth. At the same time partners and involved clusters will get an opportunity to establish close peer-to-peer cooperation on one side and creation of new networks on the other side.

Achievements (EN):

During the present period the activities were focused mainly in the performing of all the transferring activities (WP5) and in the finalization of the works in Italy and Portugal (WP4). Here below the final insight of the four pilots:- RIBERA SPAIN:Building: Former factory ‘Magatzem de Cucó’Procedure: Open TenderState of the art: Contract signed on February 2019. The works started in April 2019 and was finished in July 2019.- CIMBAL PORTUGAL:Building: Historical Building in Mertola e SerpaProcedure: Competitive DialogueState of the art: Contract signed on December 2019. Works carried out between January and July 2020.- NARNI ITALY:Building: Gianni Rodari KindergartenProcedure: Competitive procedure with negotiationState of the art: The municipality managed two tenders applying in parallel:- 1 Open tender for the ESI fund Grant used for the refurbishment of infrastructural part, roof, structural pillars, foundation reinforcement – Works officially started on July 1st 2019- 1 Competitive procedure with negotiation for PROMINENT pilot investment used for internal infill. Contract signed on November 2019. Works carried out between January and July 2020.- KOPRIVNICA - CROATIA:Building: Koprivnica KindergartenProcedure: Competitive procedure with negotiationState of the art: Contract signed in April 2019. Works started in June 2019 and was finished in August 2019.Within WP5: all the partners organized the foreseen technical workshops and proceed with the signatures of transferability protocols (23 instead of 14 as foreseen in the AF). A final international digital conference has been organized online on July 9th, followed by two other technical workshops on July 15th and 22nd with a big attendance of public (an average of 80 people on July 9th, 50 both on July 15th and 22nd).Furthermore, within WP2, croatian partners organized an external event on February 5th 2020 in Brussels at the European Parliament, under the Croatian presidency, aiming at contributing to the communication goals of the project, to additionally strengthening the sustainability of the project results by communicating the need to develop and implement national policy instruments that will support innovation procurement, especially in MED countries.
