Le défi territorial principal est d'accélérer la mise en œuvre des directives 2010/31 / UE et 2012/27 / UE concernant le stock existant de bâtiments publics, étant donné les conditions et les difficultés spécifiques liées aux projets du BEE dans la région MED et le potentiel associé des économies d'énergie. L'objectif global est de renforcer les capacités des administrations publiques pour améliorer l'EE dans leurs bâtiments publics et réduire ses émissions. Les changements attendus peuvent être correctement évalués par des résultats du projet, rentables pour les futurs projets du BEE: 1. Feuille de route pour développer et mettre en œuvre des stratégies de BEE. 2. stratégies BEE régional de soutien mise en œuvre SEAPs. 3. Les accords politiques de BEE régionaux et locaux et les structures de gouvernance. 4. système d'information partagée. 5. Les stratégies de sensibilisation du public, y compris la planification et la mise en œuvre de formations spécifiques dans EEB. 6. combinaison innovante et l'optimisation des modèles financiers BEE. 7. Plan Capitalisation. 8. SHERPA Forum Capitalisation ligne. 9. Capitalisation ensemble de boîtes à outils. 10. Plan d'action conjoint intégrant tous les projets SHERPA BEE. Transnationalité est crucial depuis de simples mesures locales, régionales ou même nationales ne peuvent pas assurer la coordination et la mise à niveau des acteurs publics avec différentes compétences, l'expérience, le niveau de développement et le potentiel d'amélioration.

Description (EN):

The main territorial challenge is to accelerate the implementation of EU Directives 2010/31/EU and 2012/27/EU regarding the existing stock of Mediterranean public buildings, given the specific conditions and difficulties related to EEB projects in the MED area and the associated potential of energy saving. The project overall objective is to reinforce the capacities of Public Administrations at regional and sub-regional level so as to improve EE in their public buildings’ stock and reduce CO2 emissions. The expected changes as a consequence of SHERPA can be properly measured by means of the project outputs, all profitable for future EEB projects: 1. Roadmap to develop and implement EEB strategies. 2. Regional EEB strategies supporting SEAPs implementation. 3. Regional and local EEB Policy Agreements and governance structures. 4. Shared information system. 5. Public awareness strategies, including planning and implementation of specific trainings in EEB. 6. Innovative combination and optimization of EEB financial models. 7. Capitalisation plan. 8. SHERPA Online Capitalisation Forum. 9. Capitalisation set of toolkits. 10. Joint Action Plan integrating all SHERPA EEB projects. Transnationality is crucial for SHERPA since merely local, regional or even national measures cannot secure the coordination and levelling of public actors with different skills, experience, development level and improvement potential, but a common framework given by the shared Mediterranean Sea context.

Achievements (EN):

Since its beginning, SHERPA project has accomplished its most relevant milestones, starting from its Kick-Off meeting in December 2016 in Barcelona, where all partners met, and developed an open event for the Catalan municipalities, where over 100 of them attended and showed interest in the project and its results.Since then, the project's activities have been taking place, and have been properly monitored by the Lead Partner, as well as by the JTS of the MED Programme. The cooperation among the different partners have produced a series of mutually beneficial synergies: For example, the Region of Crete has delegated its participation in the teleconferences, that the project organises to develop its working groups, in the other Greek partner, CRES, which has a wider technical knowledge, whilst the region of Crete leverages the implication of municipalities, on behalf of CRES, in the capitalisation activities.During the first reporting period the project main output produced is O 3.1, "Road Map to EEB Strategies”, including its Preliminary Study, basic to prepare the rest of the testing outputs and produced through the direct cooperation between partners in the frame of SHERPA on line Working Groups and taking into account previous 16 EU projects with complementary objectives. In this sense, the SHERPA road Map to EEB Strategies is the fruit of cooperation and will serve as basis for SHERPA's development. During this 1st period SHERPA has achieved a very important specific objective: Identifying 107 buildings to start the testing phase. Generate this sample of buildings was a very important and basic task developed through the SHERPA online Working Groups (WG). Buildings' identification requires a first level of internal cooperation for each SHERPA Region but also cooperation between partners to establish the terms and criteria to identify them. At the end of the reporting period, SHERPA's Steering Committee approved the selected list with a diversity of buildings used by regional SHERPA partners. During this period partners have started to work in all the rest of outputs foreseen. In WG1 partners are working in Regional EEB strategies ( 3.2) and EEB Regional policies ( 3.3). WG2 is working in output 3.4 Shared info system. WG3 is working in output 3.5 Public awareness and training strategies and have participated in several training sessions and have created a training platform. WG4 has started the discussion about output 3.6 “Innovative financial models”.
