Description (EN):

COMODALCE tackles the challenges hampering the full-fledged development of multimodal freight transport in Central Europe, i.e. the weak coordination of stakeholders in the port-hinterland interface and uncoordinated measures and tools at transnational level, leading to increased road transport with negative consequences in terms of pollution, GHG emissions and noise. Accordingly, COMODALCE aims to increase the cooperation and coordination among multimodal freight transport stakeholders in Central Europe through the use of innovative ICT systems by gathering some of the most relevant ports/rail road terminals/operators generating multimodal transport flows. COMODALCE will do so by: 1) enhancing the transport planning competences by means of an in-depth transnational study analysing each territory in detail and the elaboration of detailed strategies, to be tested through pilot actions 2) testing innovative ICT solutions for enhancing coordination and interoperability among the most relevant ports / RRTs / logistic operators of the Programme Area and streamlining freight flows, aiming to increase the competitiveness and productivity of the multimodal transport sector 3) gathering multimodal transport stakeholders adopting coordinated short, medium and long-term development plans and adopting a common transnational toolbox These outputs will be developed at transnational level, as common solutions to common problems. This approach will be applied throughout the duration of the project, by the active participation of all PPs in all WPs applying the elaborated transnational tools at local and transnational level, thereby combining transport and territorial development. The constant involvement of operational stakeholders in Local Stakeholder Networks (LSNs) during the whole duration of the project will yield effective coordination among freight transport actors in CE and allow to efficiently achieve result-oriented outputs.

Achievements (EN):

The intermodal transport has been developed very dynamically and needs desperately digitalization for further development and growth. Inefficient and slow communication hinders the increase of transport volumes. Old fashioned procedures, complicated models of communication and a lack of modern tools become a great obstacle for further development. The COMODALCE project aimed at developing multimodality in CE Ports as strategic nodes and hubs for the whole Central Europe Region by setting up strategies, a transnational multimodal cooperation network and a joint action plan to improve hinterland intermodal connections through the experiences of ICT solutions developed within the project, pushing in particular for an increase of rail freight transport, moving the freights from road to railway. At the same time, the development of port’s hinterland and hubs is not be possible without the parallel increase of new infrastructures, linking in a better way the maritime logistics and the continental logistic centres. In this way, COMODALCE project’s activities were focused on evaluating possible ICT solutions to overcome the lacks in digitization of logistic and administrative operations. To combine the solutions identified through the pilot actions, a Transnational Toolbox was developed focusing on possible ICT solutions in the (inter)ports, as indicative tools tested in real life, which provided useful information for the long-term plans and for local logistics in general. The project involved 10 among the public authorities and private companies operating in some of the most important ports and terminals in Central Europe.

Expected Results (EN): R 4.2 Status of coordination among freight transport stakeholders for increasing multimodal environmentally-friendly freight solutions achieved through transnational cooperation.

Expected Outputs (EN):

The main result achieved by COMODALCE will be the enhancement of multimodal freight transport coordination in the Programme Area. In particular, COMODALCE will result in: 1) increased technical knowledge and transport planning competences of some of the most relevant CE ports/RRTs/logistic operators generating multimodal freight transport for enhancing coordination of multimodal freight flows 2) Improved capacity of some of the most relevant CE ports/RRTs/logistic operators generating multimodal freight transport to streamline freight flows through the use of low-cost and highly efficient ICT tools, by upgrading the their SW and HW aiming at a better communication and coordination with stakeholders (private and public) at node level and interoperability at transnational level; 3) Establishment of an operational framework for coordinated multimodal freight transport through ICT in CE, gathering multimodal transport stakeholders adopting short, medium and long-term development plans having a common structure and focusing on interoperability, open to the cooperation with other logistic nodes of CE and beyond. Ultimately, by increasing the competitiveness and productivity of multimodal freight transport through enhanced coordination of its stakeholders, COMODALCE will contribute to the strengthening of sustainable transnational logistic chains, improving the performance of freight transport in terms of pollution, GHG emissions and noise.
