Description (EN):

The programme area is vulnerable to floods and this trend is tragically set to increase due to the ongoing intense urbanisation process and climate change. The VISFRIM project aims to achieve efficient management of hydraulic risk in cross-border basins, through the development of methods and technological tools for the implementation of existing Flood Risk Management Plans (PGRA) and their forthcoming update (2021). The project will involve governmental bodies and local authorities in developing joint measures and actions in the international basins of the Isonzo and Vipacco rivers and in the interregional basin of the Lemene River. They will share data and knowledge, jointly develop models for flood simulation and identify mitigation measures to be implemented in the territory, cost and benefit assessed in advance using specific IT procedures designed during the project. In particular, green IT tools will be implemented, i.e. technologies capable of promoting the active participation of citizens in environmental monitoring, and structural works will be implemented on a small scale and with low environmental impact.

L’area del programma risulta vulnerabile alle alluvioni e tale trend è destinato tragicamente ad aumentare a causa del fervente processo di urbanizzazione in atto e dei cambiamenti climatici. Il progetto VISFRIM mira a conseguire una gestione efficiente del rischio idraulico in bacini transfrontalieri, attraverso lo sviluppo di metodologie e strumenti tecnologici funzionali all’attuazione dei Piani di Gestione del Rischio Alluvioni (PGRA) esistenti ed al loro prossimo aggiornamento (2021). Il progetto prevede il coinvolgimento di enti governativi ed autorità locali, che saranno impegnate nell’implementazione di misure e azioni congiunte nei bacini internazionali dei fiumi Isonzo e Vipacco e nel bacino interregionale del fiume Lemene. Condivideranno dati e conoscenze, svilupperanno insieme modelli per la simulazione degli allagamenti e individueranno misure di mitigazione da attuare nel territorio, preventivamente valutate in termini di costi e benefici tramite specifiche procedure informatiche progettate durante il progetto. In particolare verranno implementati strumenti informatici verdi, cioè tecnologie in grado di promuovere la partecipazione attiva dei cittadini nel monitoraggio ambientale, e verranno realizzate opere strutturali su piccola scala e a basso impatto ambientale.

Programsko območje je zelo izpostavljeno naravnim nesrečam, zlasti poplavam. Zaradi naraščajoče urbanizacije in podnebnih sprememb je takšen pojav v zaskrbljujočem porastu. Projekt VISFRIM ima za cilj vzpostaviti učinkovito obvladovaje poplavne ogroženosti na čezmejnih porečjih na podlagi razvoja metodologij in funkcionalnih orodij za izvajanje načrtov zmanjševanja obstoječe poplavne ogroženosti in njihovo naknadno posodabljanje do leta 2021, kot to določa Poplavna direktiva 2007/60/CE. Projekt predvideva vključitev državnih ustanov in lokalnih oblasti, s čemer bodo upoštevana različna stališča in interesi v povezavi z obravnavano tematiko. Omenjeni subjekti bodo 36 mesecev (kot je predvideno trajanje projekta) izvajali ukrepe in aktivnosti na mednarodnih porečjih rek Soča in Vipava, ter na medregijskem porečju reke Lemene. Subjekti si bodo izmenjevali razpoložljiva znanja in podatke, skupaj bodo razvijali modele za simulacijo poplav, ter bodo na podlagi specifičnih informacijskih postopkov, načrtovanih med trajanjem projekta, z vidika stroškov in koristi vrednotili ukrepe za zmanjšanje poplavne ogroženosti, ki jih bo potrebno kasneje vzpostaviti na teritoriju. Ob tem bodo zlasti oblikovana zelena informacijska orodja, t.j. tehnologije, ki so v stanju spodbuditi aktivno sodelovanje občanov pri opazovanju okolja, ter bodo izvedena nekatera manjša gradbena dela z manjšim vplivom na okolje.

Achievements (EN):

Overall Objective of the Project: The main goal of the VISFRIM project was to support an efficient management of hydraulic risk in cross-border basins by developing methodologies and technological tools functional to the implementation and update of existing Flood Risk Management Plans (FRMPs). Project summary: The programme area is vulnerable to floods and this trend is tragically set to increase in future due to the ongoing intense urbanisation process and climate change. The VISFRIM project consequently originated to support an efficient management of hydraulic risk in cross-border basins. For this purpose, the initiative involved governmental bodies and local authorities, so to take into account different points of view and interests related to the theme of floods. In detail the eleven partners collaborated in various activities carried out in the international basins of the Isonzo and Vipacco rivers and in the interregional basin of the Lemene river, which allowed to update the picture of the hydraulic hazard in the examined territories. Expected Results (EN): The VISFRIM project aims to efficiently manage hydraulic risk in cross-border basins by developing methodologies and technological tools for the implementation of existing flood risk management plans and their forthcoming update, as required by the Floods Directive 2007/60/EC by 2021.

Il progetto VISFRIM mira a conseguire una gestione efficiente del rischio idraulico in bacini transfrontalieri, attraverso lo sviluppo di metodologie e strumenti tecnologici funzionali all’attuazione dei piani di gestione del rischio alluvioni esistenti ed al loro prossimo aggiornamento, previsto dalla Direttiva Alluvioni 2007/60/CE entro il 2021.

Expected Results (SL):

Namen projekta VISFRIM je zagotoviti učinkovito upravljanje poplavne ogroženosti na čezmejnih porečjih, na podlagi razvoja metodologij in učinkovitih tehnoloških orodij, s katerimi se bodo izvajali obstoječi načrti zmanjševanja poplavne ogroženosti ter njihove nadaljne posodobitve, kot jih predvideva Poplavna direktiva do leta 2021.

Expected Outputs (EN):

1. Local communities more resilient to floods: The project involves developing green technologies, systems capable of promoting the conservation and protection of the natural environment, such as web platforms for the collection and presentation of a range of information on cross-border river basins. This will help increase mutual trust between different competent authorities, improve land monitoring and promote greater dissemination of environmental data, making communities within the system less vulnerable and more aware of existing risks. 2. Increased land security: The sharing of information through the project's green technologies will allow us to develop more reliable modelling tools, supported by a larger and more distributed data set in the territory. Moreover, the resulting improved knowledge framework will lead decision makers to identify the most effective solutions (structural and non-structural) to be implemented in the territory to mitigate the hydraulic risk within the entire catchment area.

Expected Outputs (IT):

1.Comunità locali maggiormente resilienti alle alluvioni: Il progetto prevede lo sviluppo di tecnologie verdi, sistemi in grado di promuovere la conservazione e protezione dell’ambiente naturale, quali piattaforme web per la raccolta e visualizzazione di diverse informazioni inerenti i bacini idrografici transfrontalieri. La presenza di un simile sistema contribuirà ad aumentare la fiducia reciproca tra le diverse autorità competenti, migliorerà il monitoraggio del territorio e promuoverà inoltre una maggiore diffusione dei dati ambientali, rendendo di conseguenza le comunità comprese al suo interno meno vulnerabili e maggiormente consapevoli dei rischi esistenti. 2.Maggiore sicurezza del territorio: La condivisione di informazioni tramite le tecnologie verdi previste nel progetto permetterà di sviluppare strumenti modellistici più attendibili, in quanto sorretti da un set dati più numeroso e maggiormente distribuito nel territorio. Inoltre il migliore quadro conoscitivo risultante porterà gli enti decisori ad individuare le soluzioni più efficaci (misure strutturali e non strutturali) da attuare nel territorio per mitigare il rischio idraulico entro l’intero bacino idrografico.

1.Večja odpornost lokalnih skupnosti na poplave: Projekt predvideva razvoj zelenih tehnologij: sistemov, ki lahko podpirajo ohranjanje in varstvo naravnega okolja, kot so spletne platforme za zbiranje in prikaz različnih informacij o čezmejnih porečjih. Obstoj takšnega sistema bo prispeval k dvigu obojestranskega zaupanja med pristojnimi službami, izboljšal bo spremljanje razmer na območju in spodbudil večjo razširjenost okoljskih podatkov. To bo posledično pripomoglo k zmanjšanju ranljivosti lokalnih skupnosti in k povečanju njihovega zavedanja o obstoječi ogroženosti. 2.Izboljšana varnost teritorija: Izmenjava informacij na podlagi zelenih tehnologij, kot jih predvideva projekt, bo omogočila razvoj zanesljivejših modelskih orodij, saj bodo ta podprta z obsežnejšimi podatki, ki se bodo zbirali na širšem teritoriju. Širši okvir znanj bo pristojnim službam pomagal prepoznati najbolj učinkovite rešitve (gradbene in negradbene ukrepe), ki jih je potrebno izvesti na teritoriju s ciljem zmanjševanja poplavne ogroženosti na celotnem porečju.
