Description (EN): In its "Border Orientation Paper - Euregio Meuse-Rhine", the European Commission writes that it is important for the inhabitants of the EMR to master each other's languages, thus enabling good cross-border cooperation. The EU aims to promote mobility and understanding between cultures. In this context, the EU has identified language learning as an important priority. One of the objectives of the European language policy is therefore that every European citizen should master two languages in addition to their mother tongue. Where better to try to achieve this than in the trilingual EMR?
This project aims at strengthening the position of the neighbouring languages French, German and Dutch and the attention for intercultural competences in primary, secondary and vocational education in the EMR, with the goal that borders will be less of an obstacle on the labour market and in studying and living. By strengthening the knowledge of neighbouring languages and acquiring intercultural competences, the potential of the Euregio as a whole is better utilised.
In the trilingual EMR, too, we see a decreasing interest in and mastery of neighbouring languages in favour of English. Paradoxically, increasing internationalisation does not lead to more interest in the language of the neighbour or to a better command of the neighbour language. When it comes to working and studying in the neighbouring country or region, language is still a barrier for many, which is reflected in the relatively small number of people who work or study on the other side of the (linguistic) border. Important opportunities remain unused.
It is also becoming increasingly difficult to find neighbouring language teachers. Solutions can be found in attractive lessons through the use of native speakers and the use of attractive (digital) Euregional teaching materials and through exchanges and visits, through which pupils come into direct contact with the neighbouring language, neighbouring speakers and neighbouring regions. The possibility of obtaining certificates (for pupils/students) and labels (for schools) can serve as an extra incentive and strengthen the chances on the Euregional labour market (and beyond).
The close proximity of three languages offers enormous opportunities to get in touch with the neighbouring language and its speakers in a natural, unforced way and to develop the necessary intercultural competences. However, many of the initiatives so far are fragmented and depend heavily on personal initiative and project funding. More coherence and cooperation between the different initiatives is therefore desirable.
In order to give the neighbour language education in the EMR a sustainable structure and to bundle knowledge and expertise at an Euregional level and to create synergy effects, a Euregional coordination and expertise centre needs to be established with the aid of this project, from which a network of schools, teachers and other experts in the area of neighbour language education and intercultural competencies will be maintained and supported. This centre will serve as a central contact point for cross-border exchanges between teachers, best practices, further training and workshops, school exchanges and visits and individual exchanges of pupils or study visits in the neighbouring country or region.
The coordination centre will also manage the school labels Euregioprofil Schule and Euregioschool. The centre also coordinates, facilitates and supports the updating and exchange of existing Euregional teaching materials and, above all, the development of attractive digital teaching materials in the three Euregio languages.
The project period serves to set up a Euregional coordination and expertise centre for neighbouring languages and intercultural competences. By accommodating this centre in a cross-border organisation that has been operating for decades, such as the EMR Bureau, the Euregional and structural character is guaranteed. The participation of Maastricht University (ITEM), and UCLL and associated partners Hogeschool Zuyd and Nederlandse Taalunie and Nuffic guarantees scientific supervision of the project. For sustainability it is important that after the project the centre is structurally supported by and from the sub-regions of the EMR. Discussions are still ongoing with a possible additional partner to further strengthen the connection with the labour market.
Associated partners will cooperate in the project: Bezirksregierung Köln, (Nederlandse) Taalunie, Nuffic, Zuyd Hogeschool and Pädagogisches Landesinstitut Rheinland-Pfalz.

L’UE vise à promouvoir la mobilité et la compréhension entre les cultures. Dans ce cadre l’UE a fait de l’apprentissage des langues une grande priorité. Un des objectifs de la politique linguistique de l’UE est-il que tous les citoyens européens maîtrisent deux autres langues en plus de leur langue maternelle. Quel meilleur endroit que l’EMR pour essayer d'y parvenir ?
Ce projet vise à renforcer la position des langues voisines français, allemand et néerlandais et à sensibiliser sur les compétences interculturelles dans l’enseignement primaire, secondaire et professionnel dans l’EMR que les citoyens vivent les frontières moins comme un obstacle que ce soit pour les études, le travail et la vie en général. Par conséquent, le potentiel qu’offre l’euregio dans son ensemble, pourra être mieux exploité.
Aussi dans l’EMR trilingue l’intérêt pour les langues voisines ainsi que la maîtrise de ces langues semble diminue, notamment en faveur de l’anglais. Paradoxalement, l’internationalisation augmentée ne mène pas à un plus grand intérêt pour la langue des voisins ou à une meilleure maîtrise de celle-ci. Lorsqu'il s'agit de travailler et d'étudier dans le pays ou la région voisins, la langue reste une barrière, ce qui se reflète dans le nombre relativement faible de personnes travaillant ou étudiant de l'autre côté de la frontière (linguistique). D'importantes possibilités restent inexploitées.
Il est aussi de plus en plus difficile de trouver des professeurs de langues voisines. Des solutions peuvent être trouvées dans des leçons attrayantes grâce à l'utilisation de locuteurs natifs et à l'utilisation de matériel pédagogique eurégional (numérique) attrayant, ainsi que par des échanges et des visites, mettant les élèves en contact direct avec la langue du voisin, ses locuteurs et les régions voisines. La possibilité d'obtenir des certificats (pour les élèves) et des labels (pour les écoles) peut servir de stimulant supplémentaire et renforcer les opportunités sur le marché du travail eurégional.
La proximité de trois langues offre énormément de possibilités pour mettre en contact avec la langue voisine et avec les locuteurs de cette langue et ce de façon naturelle et sans contrainte afin de développer les compétences interculturelles nécessaires. Cependant, beaucoup de ces projets sont de caractère fragmentaire et dépendent fortement de l’initiative personnelle et du financement de projets. Afin de créer une structure durable pour l’enseignement des langues voisines dans l’EMR et afin de mettre en commun les connaissances et compétences dans l’euregio pour ainsi créer des effets de synergie, il est avisé d’établir un centre euregional de coordination et d’expertise dans le cadre de ce projet, qui soutiendra un réseau d’écoles, de professeurs et d’autres experts dans le domaine de l’enseignement des langues voisines et des compétences interculturelles. Il servira de point de contact pour les échanges transfrontaliers de professeurs, de bonnes pratiques, de formations continues et d’ateliers, d’échanges scolaires et de visites, d’échanges individuels d’élèves et de séjours d’études dans le pays voisin ou dans la région voisine.
Les labels scolaires Euregioprofilschule et Euregioschool seront également gérés par le centre de coordination. D’autre part, le centre coordonnera, facilitera et soutiendra l’actualisation et l’échange de matériel didactique eurégional déjà existant ainsi que le développement de nouveau matériel didactique attractif, moderne et numérique dans les trois langues de l’Euregio. La durée du projet servira à l’établissement durable d’un centre eurégional de coordination et d’expertise pour l'apprentissage des langues voisines et des compétences interculturelles. En intégrant ce centre dans une organisation telle que le bureau EMR, qui est actif dans le domaine transfrontalier depuis des dizaines d’années, le caractère euregional et structurel peut être garanti. La participation de l'Université de Maastricht (ITEM), de l'UCLL et des partenaires associés Hogeschool Zuyd et Nederlandse Taalunie et Nuffic garantit le soutien scientifique du projet. Pour assurer la durabilité du centre, il est important que celui-ci soit soutenu structurellement par les sous-régions de l’EMR après le projet. Des discussions sont en cours avec un éventuel partenaire supplémentaire pour renforcer encore plus le lien avec le marché du travail.

Zur Förderung der Mobilität und interkulturellen Verständigung, hat die EU den Sprachenerwerb zu einer wichtigen Priorität erklärt. Zu den Zielen der EU-Sprachenpolitik gehört deshalb, dass jeder europäische Bürger zusätzlich zu seiner Muttersprache zwei weitere Sprachen beherrschen sollte. Wo könnte man dies besser erreichen als in der dreisprachigen EMR?
Mit diesem Projekt soll der Stellenwert der Nachbarsprachen Französisch, Deutsch und Niederländisch sowie die Berücksichtigung von interkulturellen Kompetenzen an den Grundschulen, weiterführenden Schulen und Berufsschulenin der EMR gestärkt werden. Ziel ist es, dass Bürger die Grenzen weniger als Hemmnis für das Arbeiten, Studieren und Wohnen empfinden. Dadurch soll das Potenzial, das die Euregio insgesamt bietet, besser genutzt werden können.
Auch in der dreisprachigen EMR ist ein nachlassendes Interesse an den Nachbarsprachen sowie eine zurückgehende Beherrschung dieser Sprachen, festzustellen. Paradoxerweise führt die zunehmende Internationalisierung nicht zu einem erhöhten Interesse an der Sprache der Nachbarn oder zu einer besseren Beherrschung der Nachbarsprache führt. Was Arbeiten und Studieren im Nachbarland oder in der Nachbarregion betrifft, stellen Sprachunterschiede für viele Menschen immer noch eine Barriere dar, was sich in der relativ geringen Anzahl der Personen, die jenseits der (Sprach-)Grenze studieren oder arbeiten, niederschlägt. Wichtige Chancen bleiben ungenutzt.
Es wird auch immer schwieriger, Leher für die Nachbarsprachen zu finden. Lösungen können in einem attraktiven Unterricht durch Einsatz von Muttersprachlern und Verwendung attraktiver (digitaler) euregionaler Lehrmaterialien sowie durch Austausch und Besuche gefunden werden, die die Schülerinnen und Schüler in direkten Kontakt mit der Nachbarsprache, den Sprechern der Nachbarsprache und den Nachbarregionen bringen. Die Möglichkeit, Zertifikate (für Schüler) und Labels (für Schulen) zu erhalten, kann als zusätzlicher Anreiz dienen und die Chancen auf dem euregionalen Arbeitsmarkt stärken. Die direkte Nähe von drei Sprachen bietet jedoch sehr viele Möglichkeiten, Menschen auf eine natürliche, ungezwungene Weise, mit der Nachbarsprache und den Sprechern dieser Sprache in Kontakt zu bringen, und die erforderlichen interkulturellen Kompetenzen zu entwickeln. Viele Initiativen sind jedoch fragmentarisch und hängen stark von persönlichem Engagement und einer Projektfinanzierung ab. Mehr Zusammenhang und Zusammenarbeit zwischen den unterschiedlichen Initiativen wäre demnach wünschenswert.
Damit der Nachbarsprachenunterricht in der EMR eine nachhaltige Struktur bekommt, und damit Wissen und Kompetenzen euregional gebündelt und damit Synergieeffekte kreiert werden können, soll mit Hilfe dieses Projektes ein euregionales Koordinierungs- und Wissenszentrum gegründet werden, durch das ein Netzwerk von Schulen, Lehrer(innen) und anderen Expert(innen) im Bereich Nachbarsprachenunterricht und interkulturelle Kompetenzen aufgebaut, unterstützt und betreut wird. Dieses Zentrum wird als zentrale Anlaufstelle für den grenzüberschreitenden Austausch zwischen Lehrerenden, Best Practices, Weiterbildungsangebote und Workshops, Schüleraustausche und Besuche sowie individuelle Austausche bzw. Studienaufenthalte im Nachbarland oder in der Nachbarregion dienen.
Auch die Verwaltung und Betreuung der Schullabels „Euregioprofilschule“ und „Euregioschool“ wird beim Koordinierungszentrum angesiedelt werden. Zudem koordiniert, erleichtert und unterstützt das Zentrum bei der Aktualisierung und dem Austausch bestehender euregionaler Unterrichtsmaterialien und vor allem auch bei der Entwicklung attraktiver, moderner, digitaler Unterrichtsmaterialien in den Euregiosprachen. Die Projektlaufzeit wird dazu genutzt, ein euregionales Koordinierungszentrum aufzubauen. Indem das Zentrum bei einer seit Jahrzehnten grenzüberschreitend tätigen Organisation wie dem EMR-Büro angesiedelt wird, kann der euregionale und strukturelle Charakter gewährleistet werden. Die Beteiligung der Uni Maastricht (ITEM), des UCLL und der assoziierten Partner Hogeschool Zuyd und Nederlandse Taalunie und Nuffic gewährleistet die wissenschaftliche Unterstützung des Projekts. Für die Nachhaltigkeit ist es wichtig, dass das Zentrum nach Ablauf des Projektes strukturell von den Teilregionen der EMR getragen wird. Es laufen Gespräche mit einem möglichen zusätzlichen Partner zur weiteren Stärkung der Verbindung zum Arbeitsmarkt.
Als assoziierte Partner werden sich folgende Partner an dem Projekt beteiligen: Bezirksregierung Köln, (Nederlandse) Taalunie, Nuffic, Zuyd Hogeschool und Pädagogisches Landesinstitut Rheinland-Pfalz.
Read more Achievements (EN): 2023 is now coming to an end, and the EMRLingua team is taking the liberty of looking back at what has been achieved in the last few months. A lot has happened in the area of promoting neighboring languages in the Meuse-Rhine Euregio. Here is a summary of the most important stages of the year.
The euregional school network is growing!
Additional schools have become part of the euregional school network under the labels “Euregioprofilschule” and “Euregioschule”. In May and October, the trinational certification commission was able to repeatedly award a number of school institutions from the Euregio Meuse-Rhine for their commitment to language teaching and cross-border projects. The certificates and plaques were ceremoniously presented in the presence of euregional decision-makers during the neighboring language conferences in the Nell Breuning House in Herzogenrath and in the Heidberg Monastery in Eupen.
This year, a total of twenty-two primary and secondary schools were awarded the “Euregioprofilschule” and/or “Euregioschule” labels. The EMRLingua team once again congratulates these institutions on their achievements in promoting neighboring languages.
This network has now become such an increasing success that it became the topic of a side event at the last Borderland Conference in Nijmegen. There, cooperation between the Euregio Meuse-Rhine, Euregio Maas-Rhine-Nord, Euregio Rhine-Waal, Euregio and the district governments of Cologne, Münster and Düsseldorf, as well as Taalunie and the Duitsland Institute was discussed. The first steps in communication and information towards schools will be taken at the beginning of 2024.

“Week for German” for the first time in Liège
This year the city of Liège celebrated the 120th birthday of Georges Simenon - an ideal setting to talk about the crime novels that come from the fantasy world of Olaf Müller.
In close collaboration with the University of Liège and the Belgian Association of Germanists and German Teachers, the city organized a literary evening in the town hall on Thursday, October 19th, dedicated to the crime novel "Rurshadow" written by Olaf Müller. The event was part of the “Week for German”.
The approximately 50 people present from various regions of the Euregio Meuse-Rhine received an introduction to the crime novel. The author then spoke about his work and read excerpts from “Rurshadow”. The audience was also presented with excerpts from this novel, translated from German into French by students at the University of Liège.
Discoveries beyond (language) borders!
You don't have to travel thousands of kilometers to discover other languages and cultures! The Euregio Meuse-Rhine has the privilege of being able to present three different languages, German, Dutch and French, over a smaller area; The five sub-regions of the Euregio also operate in different cultural spheres. All of this about 20-40 minutes apart!
The EMRLingua coordination center and the project partners were once again able to enable numerous school classes from the Euregio to undertake cross-border visits or even exchanges. The main work was, and still is, to lighten the administrative burden for the coordinators. This means that teachers and students can concentrate on what is important: practical practice of the language they have learned in a suitable environment and immersion in a completely different cultural landscape.
This year, several schools were once again able to benefit from the support of EMRLingua and allow their school classes to discover the cultural and linguistic diversity of the Euregio Meuse-Rhine. This meant that 8,500+ students were moved across national and language borders, a large number of which were financed by ERDF funds.

By strengthening the knowledge of neighbouring languages and acquiring intercultural competences, the (economic) potential offered by the Euroregion as a whole is better utilised.
As is the case in many European regions, the tri-language Euregio Meuse-Rhine is witnessing a declining interest in and mastery of neighbouring languages, in favour of English in particular. Internationalisation and cross-border mobility are increasing. Paradoxically, however, this does not generally lead to a greater interest in the neighbouring language or to a better command of the neighbouring language. When it comes to working and studying in the neighbouring country or region, language (together with other factors) is still a barrier for many, which is reflected in the relatively low number of people working or studying on the other side of the (linguistic) border. As a result, important opportunities remain unused.
