The main goal of the BEACHTECH project is to highlight how the coastal zone is adapting to the risks (flood disasters and coastal erosion) due to Climate Change (CC), through their comprehensive assessment and evaluation of effective protection projects, actions that will contribute to in the sustainable development of one of the most crucial sectors of the Greek and Cypriot economy, coastal tourism. A complementary and integrated action plan was designed to be implemented in close cooperation with the University of the Aegean, the Cyprus University of Technology, the North Aegean Region and the Municipality of Pegeia Cyprus, whose beaches already face significant erosion problems. In the framework of the project, the geo-spatial characteristics of all the beaches of Lesvos, Chios and Cyprus will be registered in databases and risk assessments of coastal flood / erosion will be made under different scenarios of CC and extreme phenomena. On selected pilot beaches (Molyvos, Eresos, Komi, Pegeia) will be installed and will remain operational, and after the end of the program, monitoring systems of natural conditions (eg ripple, wind, temperature and UV) that will be diffused to users of beaches through web applications. The existing risk of erosion of the 4 pilot beaches with advanced models will be assessed and technical protection measures will be designed under different scenarios of CC and taking into account the cost / benefit of the different options, thus upgrading their maturity in the direction of claiming resources for final implementation of projects.. There will be a marine geophysical investigation for the existence of replenishment material (sand / gravel) in the wider area of the pilot beaches and calculation of the volume of possible deposits. Vertical approaches to the problem of coastal erosion will be developed, which, among other things, will help fulfill the legal contractual obligations of Greece and Cyprus (due to, for example, European Directives 2007/60 / EC and 2014/52 / EU). The project has a structured information management / dissemination strategy based on "Smart Specialization" actions and direct information that will highlight the benefits of cross-border cooperation, in terms of transferring know-how to address / manage common natural hazards. The executives and the young Greek and Cypriot coastal scientists and engineers who will be involved in the project will become partners of innovative research methodologies, which are a prerequisite for the future effective management and sustainability of the coastal zone. The outputs of the project will be extremely useful not only for the North Aegean Region and the Municipality of Pegeia, but also for the Regional / National competent authorities, the coastal administrators and populations and the tourism industry of the wider island of Greece and Cyprus.

Το έργο BEACHTECH έχει ως κύριο στόχο την ανάδειξη του τρόπου προσαρμογής της παράκτιας ζώνης στους κινδύνους (πλημμυρικές καταστροφές και παραλιακή διάβρωση) που οφείλονται στην Κλιματική Αλλαγή (ΚΑ), μέσω της ολοκληρωμένης εκτίμησης τους και της αξιολόγησης των έργων αποτελεσματικής προστασίας, δράσεις που θα συνεισφέρουν στη βιώσιμη ανάπτυξη ενός από τους πιο νευραλγικούς τομείς της Ελληνικής και Κυπριακής οικονομίας, του παραλιακού τουρισμού. Σχεδιάστηκε ένα αλληλοσυμπληρούμενο και ολοκληρωμένο πρόγραμμα δράσεων που θα υλοποιηθούν με τη στενή συνεργασία του Πανεπιστημίου Αιγαίου, του Τεχνολογικού Πανεπιστημίου Κύπρου, της Περιφέρειας Βορείου Αιγαίου και του Δήμου Πέγειας Κύπρου, οι παραλίες των οποίων αντιμετωπίζουν ήδη πολύ σημαντικά προβλήματα διάβρωσης. Στο πλαίσιο του έργου θα καταχωρηθούν σε βάσεις δεδομένων τα γεω-χωρικά χαρακτηριστικά όλων των παραλιών Λέσβου, Χίου και Κύπρου και θα γίνουν εκτιμήσεις κινδύνου παράκτιας πλημμύρας/διάβρωσης κάτω από διαφορετικά σενάρια ΚΑ και ακραίων φαινομένων. Σε επιλεγμένες πιλοτικές παραλίες (Μόλυβος, Ερεσός, Κώμη, Πέγεια) θα εγκατασταθούν και θα παραμείνουν λειτουργικά, και μετά το πέρας του προγράμματος, συστήματα παρακολούθησης των φυσικών συνθηκών (π.χ. κυματισμός, άνεμος, θερμοκρασία και UV) που θα διαχέονται στους χρήστες των παραλιών μέσω δικτυακών εφαρμογών. Θα εκτιμηθεί ο υφιστάμενος κίνδυνος διάβρωσης των 4 πιλοτικών παραλιών με προηγμένα μοντέλα και θα σχεδιαστούν τεχνικά μέτρα προστασίας κάτω από διαφορετικά σενάρια ΚΑ και λαμβάνοντας υπόψη το κόστος/όφελος των διαφορετικών επιλογών, αναβαθμίζοντας έτσι την ωρίμανση τους στην κατεύθυνση της διεκδίκησης πόρων οριστικής υλοποίησης των έργων αυτών. Θα γίνει θαλάσσια γεωφυσική διερεύνηση για την ύπαρξη υλικού αναπλήρωσης (άμμου/χαλικιών) στον ευρύτερο χώρο των πιλοτικών παραλιών και υπολογισμός του όγκου των πιθανών αποθέσεων. Θα αναπτυχθούν καθετοποιημένα πρωτόκολλα προσέγγισης του προβλήματος της παράκτιας διάβρωσης που, εκτός άλλων, θα βοηθήσουν στην εκπλήρωση νομικών συμβατικών υποχρεώσεων της Ελλάδας και Κύπρου (λόγω π.χ. των Ευρωπαϊκών Οδηγιών 2007/60/ΕΚ και 2014/52/ΕΕ). Το έργο διαθέτει δομημένη στρατηγική διαχείρισης/διάχυσης της πληροφορίας που βασίζεται σε δράσεις “Έξυπνης Εξειδίκευσης” και απευθείας ενημέρωσης που θα αναδείξουν τα οφέλη της διασυνοριακής συνεργασίας, όσον αφορά στη μεταφορά τεχνογνωσίας για την αντιμετώπιση/διαχείριση κοινών φυσικών κινδύνων. Τα στελέχη και οι νέοι Έλληνες και Κύπριοι παράκτιοι επιστήμονες και μηχανικοί που θα εμπλακούν στο έργο θα γίνουν κοινωνοί καινοτόμων μεθοδολογιών έρευνας, που αποτελούν απαραίτητη προϋπόθεση για τη μελλοντική αποτελεσματική διαχείριση και αειφορία της παράκτιας ζώνης. Οι εκροές του έργου θα είναι εξαιρετικά χρήσιμες όχι μόνο για την Περιφέρεια Βορείου Αιγαίου και το Δήμο Πέγειας, αλλά και για τις Περιφερειακές/Εθνικές αρμόδιες αρχές, τους παράκτιους διαχειριστές και πληθυσμούς και την τουριστική βιομηχανία της ευρύτερης νησιωτικής Ελλάδας και της Κύπρου.

Expected Results (EN):

The proposed project concerns the assessment / management of one of the largest common natural hazards for the sustainable development of Greece and Cyprus, ie the erosion of tourist beaches that will have catastrophic consequences for the tourism industry and economy. It will be an important step to meet this great challenge with a complementary and integrated program of actions that will be based on close cooperation and transfer of know-how between Greek and Cypriot Universities and local authorities. The main results of the project will give significant benefits to the Competent Authorities, to the coastal managers and populations and to the tourism industry of the NE Aegean and Cyprus. It will record the characteristics of the beaches of Lesvos, Chios and Cyprus and will assess with innovative methodologies the flood risk, the coastal erosion and the attractiveness of the tourist destination under Climate Change scenarios. In addition, low-cost systems will be installed for automated beach monitoring that will provide long-term observations: (a) shoreline and coastline change, information necessary for coastal planning and (b) bearing capacity and use of the beach. It will provide information (almost real time) about the beach conditions (eg ripple, wind, temperature and UV) that will be disseminated to users through a web application. The system will have effective automations, will be installed / tested on the pilot beaches and will remain operational after the end of the project, managed by trained staff of the northern Aegean region and Cyprus. An important innovation is the vertical approach in the treatment of coastal erosion and in particular the technical-economic evaluation of protection measures (on pilot beaches), as well as the application of marine geophysical surveying to locate beach replenishment materials.

Το προτεινόμενο έργο αφορά στην εκτίμηση/διαχείριση ενός από τους μεγαλύτερους κοινούς φυσικούς κινδύνους για τη βιώσιμη ανάπτυξη της Ελλάδας και Κύπρου, δηλαδή της διάβρωσης των τουριστικών παραλιών που θα έχει καταστροφικές συνέπειες στην τουριστική βιομηχανία και οικονομία. Θα αποτελέσει σημαντικό βήμα για την αντιμετώπιση της μεγάλης αυτής πρόκλησης με ένα αλληλοσυμπληρούμενο και ολοκληρωμένο πρόγραμμα δράσεων που θα στηριχθούν στη στενή συνεργασία και μεταφορά τεχνογνωσίας μεταξύ Ελληνικών και Κυπριακών Πανεπιστημίων και φορέων τοπικής αυτοδιοίκησης. Τα κύρια αποτελέσματα του έργου θα δώσουν σημαντικά οφέλη στις Αρμόδιες Αρχές, στους παράκτιους διαχειριστές και πληθυσμούς και στην τουριστική βιομηχανία του ΒΑ Αιγαίου και Κύπρου. Θα καταγράψει τα χαρακτηριστικά των παραλιών Λέσβου, Χίου και Κύπρου και θα εκτιμήσει με καινοτόμες μεθοδολογίες τον πλημμυρικό κίνδυνο, την παραλιακή διάβρωση και την ελκυστικότητα του τουριστικού προορισμού υπό σενάρια Κλιματικής Αλλαγής. Επιπλέον, θα εγκατασταθούν συστήματα χαμηλού κόστους για την αυτοματοποιημένη παρακολούθηση παραλιών που θα δώσουν μακροχρόνιες παρατηρήσεις: (α) μεταβολής της ακτογραμμής και του αιγιαλού, πληροφορία απαραίτητη για τη παράκτια χωροταξία και (β) της φέρουσας ικανότητας και χρήσης της παραλίας. Θα παρέχει πληροφορία (σχεδόν πραγματικού χρόνου) για τις παραλιακές συνθήκες (π.χ. κυματισμό, άνεμο, θερμοκρασία και UV) που θα διαχέεται σε χρήστες μέσω διαδικτυακής εφαρμογής. Το σύστημα θα έχει αποτελεσματικούς αυτοματισμούς, θα εγκατασταθεί/δοκιμασθεί στις πιλοτικές παραλίες και θα παραμείνει λειτουργικό μετά την λήξη του έργου, διαχειριζόμενο από εκπαιδευμένα στελέχη της ΠΒΑ και του ΔΠΚ. Σημαντική καινοτομία αποτελεί η καθετοποιημένη προσέγγιση στην αντιμετώπιση της παράκτιας διάβρωσης και συγκεκριμένα η τεχνικό-οικονομική αξιολόγηση των μέτρων προστασίας (στις πιλοτικές παραλίες), καθώς και η εφαρμογή θαλάσσιας γεωφυσικής διασκόπησης για τον εντοπισμό υλικών αναπλήρωσης παραλιών.

Expected Outputs (EN):

The outputs of the project are divided into 3 categories related to the Work Packages (WP), the Deliverables (D), but also to the requirements of the Cross-border Program: (1) Management outputs related to the implementation of WP1: Management & monitoring structures project, Project management tools, Implementation reports (6 monthly and final report) (W.1.x.2, W.1.x.3). (2) Communication outputs related to the implementation of WP2: digital tools (website, logo, Newsletter, promotional video, social media accounts), print tools (triptych, press releases, articles, presentations), information days (general public), special audiences / target groups) (W.2.x.1, W.2.x.2). (3) Outputs of "content" related to the implementation of WP3-WP6 and in relation to the "Specific Objective. 3.1" of the Cross-Border Program. Specifically, (a) geo-spatial coastal databases with their physical-technical characteristics will be constructed (W.3.x.1, W.4.x.1, W.4.x.2) and coastal flood / erosion risk assessments will be made under different scenarios of CA and extreme phenomena (P.3.x.2), in order to assist coastal management plans (public-private bodies), (b) to install and remain operational after the end of the program systems for monitoring the natural conditions of the pilot beaches offering information through web applications to their users (Π. 4.x.3), (c) to suggest the appropriate technical adaptation solutions to the pilot beaches under different scenarios CC, taking into account the cost / benefit of the different options (Π.5.x.1, Π.5.x.2, Π.6.x.1, Π.6.x.2), thus upgrading their maturity to claim resources for the final implementation of these projects, (d) to investigate the existence of replacement material (sand / gravel) in the wider sea area of the pilots n beaches and calculation of the volume of potential deposits, in a total area ~ 130-135km2, (W.5.x.3), (e) implement educational seminars (W.4.x.4).

Οι εκροές του έργου διακρίνονται σε 3 κατηγορίες που συνδέονται με τα Πακέτα Εργασίας (ΠΕ), τα Παραδοτέα (Π), αλλά και με τις απαιτήσεις του Διασυνοριακού Προγράμματος: (1) Εκροές διαχειριστικού χαρακτήρα σχετικές με την υλοποίηση του ΠΕ1: Δομές διαχείρισης & παρακολούθησης έργου, Εργαλεία διαχείρισης έργου, Εκθέσεις υλοποίησης (6μηνιαίες και τελική έκθεση) (Π.1.x.2, Π.1.x.3). (2) Εκροές επικοινωνιακού χαρακτήρα σχετικές με την υλοποίηση του ΠΕ2: ψηφιακά εργαλεία (ιστοσελίδα, λογότυπο, Newsletter, διαφημιστικό video, λογαριασμοί σε μέσα κοινωνικής δικτύωσης), έντυπα εργαλεία (τρίπτυχο, δελτία τύπου, άρθρα, παρουσιάσεις), ημερίδες ενημέρωσης (ευρύ κοινό, ειδικά ακροατήρια/ομάδες-στόχοι) (Π.2.x.1, Π.2.x.2). (3) Εκροές «περιεχομένου» σχετικές με την υλοποίηση των ΠΕ3-ΠΕ6 και σε συνάφεια με τον «Ειδικό Στόχο. 3.1» του Διασυνοριακού Προγράμματος. Συγκεκριμένα θα: (α) κατασκευαστούν γεω-χωρικές παραλιακές βάσεις δεδομένων με τα φυσικο-τεχνικά χαρακτηριστικά τους (Π.3.x.1, Π.4.x.1, Π.4.x.2) και θα γίνουν εκτιμήσεις κινδύνου παράκτιας πλημμύρας/διάβρωσης κάτω από διαφορετικά σενάρια ΚΑ και ακραίων φαινομένων (Π.3.x.2), με σκοπό την αρωγή σχεδίων παράκτιας διαχείρισης (δημόσιων-ιδιωτικών φορέων), (β) εγκατασταθούν και θα παραμείνουν λειτουργικά και μετά το πέρας του προγράμματος συστήματα παρακολούθησης των φυσικών συνθηκών των πιλοτικών παραλιών προσφέροντας πληροφορίες μέσω δικτυακών εφαρμογών στους χρήστες τους (Π.4.x.3), (γ) προταθούν οι ενδεδειγμένες τεχνικές λύσεις προσαρμογής στις πιλοτικές παραλίες υπό διαφορετικά σενάρια ΚΑ, λαμβάνοντας υπόψη το κόστος/όφελος των διαφορετικών επιλογών (Π.5.x.1, Π.5.x.2, Π.6.x.1, Π.6.x.2), αναβαθμίζοντας έτσι την ωρίμανση τους για τη διεκδίκηση πόρων οριστικής υλοποίησης των έργων αυτών, (δ) γίνει διερεύνηση για την ύπαρξη υλικού αναπλήρωσης (άμμου/χαλικιών) στον ευρύτερο θαλάσσιο χώρο των πιλοτικών παραλιών και υπολογισμός του όγκου των πιθανών αποθέσεων, σε συνολική έκταση ~130-135km2, (Π.5.x.3), (ε) υλοποιηθούν εκπαιδευτικά σεμινάρια (Π.4.x.4).
