How much effort it costs to get one person shifted from car use to sustainable transport? What or who is catalyser of such behavior change? Team composed of city representatives, sustainable mobility specialists, environmental and regional agencies/NGOs set up cooperation to start project MOVECIT. It addresses challenge of arising number of individual motorized transportation. Employees of city public institutions are responsible for development of city, why couldn´t cities’ authorities be responsible for own travel commuting habits and impact on low carbon environment? Around 13 public instit. will become frontrunners in implementing own institutional mobility plans and therefore be responsible for travel commuting habits of employees and their business trip. By trendy campaigns to popularize cycling, walking, use of public transport and introduction of carsharing, bikesharing, e-mobility and improving carpool of city hall project strives to increase people´s perception of sustainable transport as mainstream approach and common lifestyle. Choice of employees of city hall and city public institutions in CE region is not random: city halls employ hundreds of commuters whose commuting habits are often linked with suburbanization and need for mounting daily commuting. But what are their sustainable options for commuting and what role plays city in providing them? Taking into account that majority of trips are headed to school or work, main objective of MOVECIT is pretty clear-to influence mobility behavior of city halls’ and public institutions’ employees which are project’s main target group. Finally city’s representatives will be addressed to identify themselves with long-term sustainable mobility plan to become flagships for other cities where new uniform tool for institutional plan will serve as practical solution for tackling urban sprawl generating CO2 emissions. By this we can save up to 800t of CO2 among employees and with sustained business trips.

Achievements (EN):

MOVECIT’s longer title is Engaging employers from public bodies in establishingsustainable mobility and mobility planning. The project has addressed the challenge of arising number of individual motorized transportation. It targets mostly the employees of the city public institutions which are mainly responsible for development of city, which are responsible for own travel commuting habits and impact on low carbon environment. Therefore, the employees were chosen as a target group in order to play a role of best example in the city and to change mobility behaviour in terms of daily commuting and business trips. To set the standards and to activate the employees from city hall, the project consortium has developed the 13 workplace mobility plans (WMP). Project was focused mainly on the public authorities, targets were 10 municipalities, some of them were part of the consortium, the rest of them have joined as pilot cities. Along to the municipalities we include also 1 university, 1 hospital, 1 transport provider. One of the main aspects of the mobility planning was, to take into consideration also Functional urban areas, which is considered as functional economic unit characterised by densely inhabited “urban cores” and “hinterlands” whose labour market is highly integrated with the cores. This definition originating from labour market and commuting considerations provides a spatial delimitation beyond administrative borders which is relevant for a multitude of thematic fields, such as for example transport, economic development, environment, and social aspect. As the strategy output we developed 13 workplace mobility plans for 13 public institutions and we developed also Stakeholder involvement concept, in terms of how to recruit them and which methods to use. And the last but not least project has implemented 7 different pilot actions consisted of measures that facilitate and influence on employees’ sustainable commuting (e.g. bike shed in SI and SK, purchase of e-bikes and e-charging stations in CZ, purchase of pedelecs and cargo bike in DE, bike boxes in SK, walking award in AT, application for mode choice decisions in HU, and installation of traffic sensors in IT). Other supporting and related activities that made the project meaningful and effective have been: the monitoring and evaluation of the pilot actions, travel survey for modal split which was done each year to monitor the progress, campaign actions, stakeholder involvement during the workplace mobility plan process and during the pilot action implementation process, obtaining the Letter of commitment of decision-making bodies to support and enact the plan, transferring the knowledge to other regions, institutions and experts in the frame of regional trainings, and making the consultations with additional municipalities to take part in WMP and of course project did a lot of promotion through online social networks and via promotional material Results of the project are: 13 adopted WMPs what was project objective and it is fully completed. 15 institutions applied for MOVECIT tools, around 370 people have been trained, 1 job has been created, around 1950 participants have been involved in project events, partners activated around 62 local authorities, 12 regional and national public authorities, 35 sectoral agencies, 25 infrastructure and public service provider, 44 different NGOs and 22 higher education and research institutions, and the most important result: employees in 13 public institutions saved 560 tons of CO2 emissions.

Expected Results (EN): R 2.3 Status of capacities of the public sector and related entities for low-carbon mobility planning in functional areas achieved through transnational cooperation.

Expected Outputs (EN):

Project will produce MP for each municipality to link many target groups in order to achieve main objectives. It will achieve developed skills through exchange of experiences and mentoring between advanced and learning countries, increased knowledge and management competences to develop and implement sustainable MP in municipalities, increased sustainable behaviour among municipalities’ employees for environment friendly modes when travelling to workplaces and increased people’s perception of environmentally-friendly transport as a mainstream approach and common lifestyle; Project will implement actions to integrate concept of MP in political strategies (on regional and local level which are responsible for e.g spatial planning) and in work agenda. This will be an important step to go beyond training for sustainable implementation. Results reflect capacities of public sector for lowcarbon MP in functional urban areas achieved through transnational cooperation, low carbon MP as an integrated strategy policy addresses lowcarbon measures and modes in areas which observe high CO2 emissions. Therefore project indicates enabling policy, including human reso. development through trainings and municipalities’ directly project’s involvement thereby degree and extent of knowledge and expertise will be totally ensured. Verification of successful knowledge transfer will be tested by sources such as internal monitoring and questionnaires among staff, examine knowledge competences of staff
