Description (EN):

The concept of water as a public good is one of the integrated water resources management (IWRM) key pillars: An integrated approach to managing & equitably sharing the world’s limited water resources, among the different & competing uses is the best way to achieve a fresh water secure world (Global Water Partnership). Although fundamental changes in water management policies is a fact, progress is slow in the BalkanMed area countries, composing a complex issue, requiring the adoption of immediate measures, in order to address the high level of vulnerability under climate change conditions (long term under‐investment, aging infrastructure/facilities in the water supply cycle). Nevertheless, EU has a history of over 30 years of drinking water policy. The WFD 2000/60, Drinking Water Directive 1998/83 & EU2020 strategy towards climate change & energy sustainability are the trigger of legislations’ harmonization. Complying with that, WATenERgy CYCLE project aims at developing a common methodological approach towards efficient & effective transnational water & energy resources management. Our common challenge is to increase the current low level of innovative technologies use along the water supply chain, from the water’s source to its end-users and back to the environment along with the increase in climate change resilience. WATenERgy CYCLE is a valuable & unique joint-tool for the design, preparation & implementation of an integrated multi-level approach in the urban (short term), rural & industrial (midterm) environment, promoting a Europe of worth living solidarity. A number of rational activities (networking, pilot actions, partner’s exchanges & meetings, training workshops) in the fields of innovation & environment are the main outputs. The demonstration of the joint innovative technologies & tools (developed & tested, 6 innovative joint implemented pilot actions) enhances the capitalization of the PPs’ experience. Through transnational strategy & policy recommendation, national & regional authorities, water & industrial operators, agricultural associations, & the general public benefit.Our approach is a synergy of 3 EU MS & 2 IPA countries, due to common river basin management, WFD implementation strategy & climate change vulnerability, promoting a holistic approach,raising a number of shared technical challenges.Furthermore, the river basins of the involved areas are transnational, characterized by crossing administrative & territorial borders.A common understanding & approach is crucial.Although the cost benefit analysis of the project’s results may be quite different from country to country, due to variation in local conditions, we will definitely learn to speak the same language in order to achieve a shift towards a more circular economy & worth living environment.Undoubtedly,water is a precious social good;let’s treat it wisely “every drop counts & its worth exceeds by far its real cost, growing every day we are mistreating it”.

Expected Results (EN):

WATenERgy CYCLE main results are: a) increase of the level of use of innovative technologies regarding climate change and overall water management efficiency, including energy efficiency; b) Reduced water losses and NRW in water distribution networks: identification of NRW causes; development of water distribution networks hydraulic simulation models; implementation of NRW reduction measures (pressure management; leakage detection) ;c) Water saving through informing consumers who will get water bills more often (shorter billing periods) as their consumption will be registered by smart water meters; d) Energy Recovery through installation of energy recovery equipment at selected locations of the water supply network; e) Full Water Cost (FWC) estimation methodology on a scientific model basis including direct, environmental, and resource costs calculations. An action plan is developed to assess and recover the FWC considering the WFD’s guidelines and the methods applied; f) Estimation and forecast of water demand related to the water price. Identification of the water price elasticity of demand; g) Identification and analysis of the current urban water pricing policies implemented by water utilities. Development of an action plan to apply the appropriate water pricing policies based on the FWC considering also the “socially fair price” principle; h) Water conservation by reducing water losses in distribution networks and water saving in water consumption through informed users with increased environmental awareness; i) Reduced carbon and water footprints and energy consumption in the entire water supply chain. Their contribution to the programme and to the result indicators will be the increase of the level of adaptation to resources efficiency and climate change resilience measures in alignment with EU policy up to 0,25 %.

Expected Outputs (EN):

WATenERgy CYCLE main outputs include the development of joint transnational strategy/policy of drinking water resources management & drinking water supply systems (WSS) in the Balkanmed area, along with the preparation of a common code of good practices /measures for water utilities. They will be engaged with the co-creation & signing of an MoU joined by all stakeholders involved during the project implementation & following its completion. These outputs are coherent with SO 2.2 as they are addressing the promotion of innovative technologies regarding climate change & overall resource efficiency, including energy efficiency. With this MoU, all the stakeholders agree to voluntarily take part in the project activities by contributing to the co-creation of sustainability action plan for the project’s results & impacts to the public (integration of the joint transnational policy to the national relevant ones & EU policy). The stakeholders agree to use the mutual know-how gained as well as they acknowledge that increasing water use efficiency with Non-Revenue Water reduction measures & increasing water saving by reducing water/energy consumption is the key to success. At project level, WATenERgy CYCLE forms a critical mass that can promptly deliver expected outcomes covering the entire cycle of Policy Planning based on Deming’s Cycle (PDCA). This mixture of institutional & operational stakeholders guarantees economic/institutional sustainability. PPs will involve a number of stakeholders including EU/national/regional/local governance; professionals’ associations; enterprises active in the water/energy sector; financial & research institutions; environmental NGOs; consumer organizations. All of them are directly linked with a variety of Energy Efficiency related activities & will be involved in the follow-up activities. Thus, all PPs at national/local level have already secured the necessary support to establish the same mixture of stakeholders met in the project.
