Description (EN):

Social economy and social entrepreneurship are identified as factors of social and economic cohesion across Europe. It is a common belief that the development of the sector of social and solidary economy in Greece and Albania inherently has the potential to form simultaneously an important factor of the crisis exit strategy and the local /regional development, a significant source for job maintenance and creation and finally an effective catalyst in reshaping the economic and social fabric of each country. The main factor holding back the development of social entrepreneurship in the regions of Epirus and South Albania is the lack of financial investment tools. The problem is maximized as social entrepreneurs in very few cases have own funds while they are practically excluded from bank lending through systemic banks. The overall objective of the project is the development of hybrid social finance instruments & models and the Coaching, mentoring and capacity building, improves capacities of social enterprises and social operators whereas regional actors/facilities to support the growth of social businesses. In this framework, the project aims at the creation of an information portal for the project, through which there will be the ability for participatory planning of social interventions, the creation of hybrid models and tools for funding / supporting social economy actions, integrated strategies and tools to attract investors and a comprehensive viability plan for the mechanism. The core approach will be the recording /capture /evaluation of supply and demand for social investments is envisaged, by conducting field research and also specialized Focus Groups. The completion of these studies and also the related documentation and support material that will accompany them will constitute an important feedback for the creation of hybrid financial tools. The project also focuses on educational and support actions and includes: a) Educational Missions / Visits in 4 intervention areas b) Seminars for the executives who will assume the role of mentor/consultant of actors /natural persons that will seek support c) Seminars for potential social entrepreneurs d) Coaching, mentoring and capacity building actions for potential entrepreneurs. The project implementation takes into consideration the three dimensions of transferability and sustainability of the projects results that are an essential element of the Programme. The project also takes into account other, already existing experiences. It is highly important to have an up"to date knowledge of tools that are appropriate for the development, implementation and dissemination of planned outputs. A solid ground for innovation can then be constructed and duplication efforts can be avoided. This way any disparities or uneven development between the participating regions will be effectively addressed.

Expected Results (EN):

The outcomes of the project could be summarized as follows: -Informing citizens of the projects implementation regions, and also all citizens of Epirus and South Albania on social economy and social entrepreneurship -Creation of a clear picture of the social economy's dynamics in the intervention areas through a supply and demand study -Structured approach of a group of potential investors / sponsors / supporters for supporting social economy and entrepreneurship actions -Creation of a mentoring / consulting team that could provide support / consulting services even after the projects implementation -Strengthening the operational capacity of the social economy and entrepreneurship actors of the cross-border region so that they will be able to design sustainable interventions in the field of social economy, which will succeed in terms of being supported and funded -Creation of a transparent process to support social economy actions and establishment of a mechanism, through the exploitation of a range of financing tools, that will support it and assure it and which will continue to operate even after the completion of the project. This is an important innovation since the establishment of such a mechanism is attempted for the first time at regional level. -Design, ripening and funding of 2-3 projects per area of intervention related to social economy and entrepreneurship. At least one per intervention area will refer to social economy actions in the tourism industry. It is estimated that 8 to 10 such projects will be financed under the project, most of which will have a cross-border dimension. -Ripening through the portal of the project and the participatory planning mechanism that will include extra projects apart from the aforementioned. These projects, due to their high degree of maturity, could be integrated in the future in European / national / regional funding programs (e.g. Epirus ROP).

Expected Outputs (EN):

The main outputs of the IDEA project could be summarized as follows: -Creation of information material on social economy and social entrepreneurship which will be used to a) raise public awareness in the intervention areas (Ioannina, Chimara, Vlora, Arta) b) inform potential social investors but also beyond the project's actions for anyone interested in social economy and entrepreneurship actions in the Greece - Albania cross-border region -Creation of an information portal for the project, through which there will be the ability for participatory planning of social interventions / initiatives and social enterprises along with personalized information for supporters / sponsors / benefactors so that they can easily follow the course of the action they support -Integrated strategies and tools to attract investors / supporters / sponsors in social economy actions -Recording of supply and demand for investments in social economy actions in all four areas of intervention -Creation of hybrid models and tools for funding / supporting social economy actions, along with all the necessary supporting material that clarifies legal, fiscal, administrative, procedural etc issues -Creation of counseling, coaching, mentoring tools and training material for the social economy and entrepreneurship actors of the cross-border region -Detailed reports with ideas, suggestions, results from training missions and joint networking forums -Measuring Tools of the social footprint of social economy and entrepreneurship actions, but also a monitoring process of the actions' physical and financial object -A comprehensive viability plan for the mechanism that will be created under the IDEA project
