JUMP is a Danish-German network project with 4 educational institutions and 2 universities on both sides of the border. JUMP aims at the integration of the actors into the cross-border training and labor market in the program region with a target group-specific skills training and a knowledge transfer into the future. In the program area a first impact of skill shortages can be noticed. Particularly in areas that require well-qualified professionals. This is what the existing initiatives and programs, such as the ”Fachkräfteinitiative Schleswig-Holstein” are focussing on. The measures initiated there can only partly help disadvantaged young people. They need more time to find the way into training/work. This can be done with practical experience and individual support. Our project wants to close this gap. As part of the networking tasks, the actors are planning various cross-border activities, e.g. the development and testing of customized training in intercultural and mobility training modules. They are also developing socially innovative models for the target groups working with companies that represent the strength positions of the region. Highlights include future camps for employees and participants. The final year will culminate in a project which can get public attention. Especially for our group of participants we need the crossing of the border experience to open new dimensions and profit from the intercultural and mobility aspects. The special significance of the project is that both companies and educational institutions that work with low-skilled young people as well as universities, in turn, are responsible for education research and teaching in educational programs, work together. The close cooperation between the different stakeholders are designed as a learning community, which operates regularly and systematically, to enhance practical knowledge according to the specific regional educational requirements to become a successful combination of education and labor market integration of young people to document and prepare for sustainable use. The new findings are being received in both the educational programs at the two universities as well as in further training activities of the project partners in an appropriate form. By increasing the integration German and Danish companies municipalities, job centers, the employment agency, educational institutions / universities and the public. will benefit from the project results.

JUMP er et tysk-dansk projekt med 4 uddannelsesinstitutioner og 2 universiteter på begge sider af græmsen. JUMP tilstræber for fremtiden en fast sammenkobling af aktørerne i programregionens grænseoverskridende uddannelsesog marked med målrettede specifikke kvalificeringsforanstaltninger såvel som vidensudveksling. I programregionen bliver den første følge af mangel på arbejdskraft mærkbar. Det viser sig specielt indenfor områder, som har brug for virkelig kvalificeret arbejdskraft. Det er også grundlaget for de eksisterende initiativer og programmer for faglig arbejdskraft i Schleswig-Holstein. De her initierede foranstaltninger kan kun betinget hjælpe vores målgruppe af unge med indlæringsvanskeligheder, som kun kan lære langsomt og som har brug for, tid gennem praktisk erfaring og målrettet individuel understøttelse, at finde vej til en uddannelse eller arbejde. Indenfor netværkets rammer, planlægger aktørerne indenfor forskellige grænseoverskridende aktiviteter bl.a. udvikling og afprøvning behovspassende faglige kvalificeringsmoduler såvel som kvalificringsmoduler til fremme af interkulturel - og mobilitetskompetence, ligeledes må der gennemføres udvikling og implementering af sociale innovative modeller for et målgruppeorienteret samarbejde med virksomheder i programregionen. Der bliver gennemført Future-Camps for medarbejdende og deltagerne i partnerorganisationerne, som sidste år deltog i et lignende offentligt projekt. Alle aktiviteter bliver gennemført grænseoverskridende, fordi disse foruden den rent fysiske dimension også åbner grænser for tankevirksomhed og således bidrager til fremme af det interkulturelle og mobilitetsfremmende aspekt. Den særlige betydning af projektet er, at både virksomheder og skoler, som arbejder med lavt uddannede unge, samt universiteter, de til gengæld for pædagogisk forskning og undervisning i pædagogiske kurser være ansvarlig, arbejde sammen. Det tætte samarbejde mellem de forskellige projektets involverede partner er udformet som et lærende samfund, som er regelmæssigt og systematisk arbejde imod for at øge praktisk viden i henhold til de specifikke regionale uddannelsesmæssige krav, til at blive en vellykket kombination af uddannelse og integration af unge med færre muligheder på arbejdsmarkedet samt til at dokumentere og forberede bæredygtig udnyttelse af indsatsen. De nye resultater bliver behandlet i begge pædagogiske uddannelser på de to universiteter, samt i efteruddannelsesaktiviteter hos projektpartnerne i en passende form. Danske og tyske virksomheder, kommuner, jobcentre og arbejdsagenturer i programregionen kan gennem sociale integrations og og uddannelsesinstitutioner,/ universiteter med deres medarbejdende og deltagere/studerende samt det offentlige profitere af projektresultaterne.

JUMP ist ein deutsch-dänischer Projektverbund mit 4 Bildungseinrichtungen und 2 Universitäten beiderseits der Grenze. JUMP strebt eine Verzahnung der Akteure des grenzüberschreitenden Ausbildungs- und Arbeitsmarktes der Programmregion mit zielgruppenspezifischen Qualifizierungsmaßnahmen sowie dem Wissenstransfer in die Zukunft an. In der Programmregion werden erste Auswirkungen des Fachkräftemangels spürbar. Besonders in Bereichen, die gut qualifizierte Fachkräfte benötigen. Hier setzen die bestehenden Initiativen und Programme, z.B. die Fachkräfteinitiative Schleswig-Holstein, an. Die dort initiierten Maßnahmen können den benachteiligten jungen Menschen nur bedingt helfen. Sie benötigen mehr Zeit, um über praktische Erfahrungen und individuelle Unterstützung den Weg in die Ausbildung/Arbeit zu finden. Diese Lücke möchte unser Projekt schließen. Im Rahmen des Netzwerkes, planen die Akteure verschiedene grenzüberschreitende Aktivitäten, z.B. die Entwicklung und Erprobung von bedarfsgerechten beruflichen, interkulturellen und mobilitätsfördernden Qualifizierungsmodulen sowie die Entwicklung von sozial innovativen Modellen für die zielgruppengerechte Zusammenarbeit mit Unternehmen, die die Stärkepositionen repräsentieren. Höhepunkte sind Future-Camps für die Mitarbeitenden und die Teilnehmenden. Das letzte Jahr soll in einem gemeinsamen öffentlichkeitswirksamen Projekt gipfeln. Alle Aktivitäten im Projekt werden grenzüberschreitend durchgeführt, um die entwickelten Ideen zu erproben. Wir benötigen gerade für unsere Teilnehmergruppe die Grenzüberschreitung, um neue Dimensionen für sie zu öffnen und die interkulturellen und mobilitätsfördernden Aspekte zum Tragen zu bringen. Die besondere Bedeutung des Projekts besteht darin, dass sowohl Unternehmen als auch Bildungsträger, die mit gering qualifizierten Jugendlichen arbeiten als auch Universitäten, die wiederum für Bildungsforschung und Lehre in pädagogischen Studiengängen verantwortlich zeichnen, zusammenarbeiten. Die enge Kooperation zwischen den unterschiedlichen Projektbeteiligten wird als lernende Gemeinschaft konzipiert, die regelmäßig und systematisch daraufhin arbeitet, praxisrelevantes Wissen über die regionalspezifischen pädagogischen Anforderungen an eine gelungene Verbindung von Bildung und Arbeitsmarktintegration benachteiligter junger Menschen zu erweitern, zu dokumentieren und für eine nachhaltige Nutzung aufzubereiten. Die so gewonnenen Erkenntnisse fließen in geeigneter Form sowohl in die pädagogischen Studiengänge der beiden beteiligten Universitäten als auch in die Weiterbildungsaktivitäten der Projektpartner ein. Durch Steigerung der Integration können dt. und dän. Unternehmen, Kommunen, Jobcenter, Arbeitsagenturen, Bildungseinrichtungen/Unis sowie die Öffentlichkeit von den Projektergebnissen profitieren.

Achievements (EN):

The JUMP project pursued three sub-objectives: 1. Improving the professional and social integration of disadvantaged, low-skilled young people in education, training and employment through mobility, intercultural skills development and entrepreneurship; 2. Improving cooperation with companies that present the economic strengths of the programme region and are important training and labour market partners; 3. Knowledge transfer of the acquired knowledge of action and experience about successful integration processes in studies, training and further education of pedagogical specialists for intercultural, professional and social integration. The figures on the fulfilment of programme indicators as well as the project’s own indicators clearly show that JUMP has achieved its overall quantitative targets and even exceeded them in part. we have “moved across the border” a total of 542 young disadvantaged people in various activities. Above all, activities with support from the sending institution were very successful. These were the inspiration tours, multi-day exchanges, internships, the Future Camps and the annual events. These activities were very well received by the young people and more and more in demand over the course of the project and supported by parents and families. The Future Camps played the central role in achieving the partial objective of improving the opportunities of disadvantaged young people and young adults for social and professional integration. The further development of the concept of future workshops with regard to the project objectives and the specific needs of the target groups(s) represents a special, sustainable added value. The German-Danish Future Camps united the three elements: participant-oriented reflection of life, learning and training experiences, practical artisanal and/or musical-creative workshops and the joint design of the stay of German and Danish participants “at a third place”, away from the respective everyday environment. Participating in the Future Camps made it easier for young people to become more mobile, to get to know other young people and to work together in practice. They not only crossed national borders, but also their own borders and independently established contacts in the future camps. This has led to the concept of future camps. Participation was a first experience abroad for many young people; for members of the German and Danish minority who grew up in bilingual families, this opened up an opportunity area in which their linguistic and intercultural competences were validated and recognised. Participation and self-initiation was promoted. The mobility of the individual participants has improved, the openness to training has increased and some have started training after the Future Camp. With the participation in the Future Camps, “a switch has been handed over” among participants. 2.) To “move” the target group of disadvantaged young people for internships in companies beyond the respective border was one of the main challenges of the project. The Future Camps, as well as the annual events, provided an important space for establishing contacts between the companies involved as network partners and the young people. As a result, young people were more willing to do an internship in these companies. It remained equally challenging to involve the companies in the project activities. Participation fell short of expectations. The reasons for this are probably the necessary time for the care and induction. On the other hand, the lack of language skills did not constitute a serious impediment to both sides, young people and companies. However, a positive effect of our project work was that the project made companies more aware of the needs and strengths of young people. In the case of specific inquiries in companies, including those that were not network partners, a high willingness to take over trainees from the other country could be found. 3.) The action-researching support of the project by Roskilde University and the Europa-Universität Flensburg ensured the transfer of knowledge of the acquired action and experience knowledge and the knowledge gained during the course of the project. The corresponding training activities were aimed at three levels of objectives: In the sense of formal self-evaluation, the semi-annual training sessions for the employees of the participating institutions were designed as learning loops in such a way that project experiences were immediately taken up and made fruitful for further education processes. The training sessions were preceded by preparatory workshops. This enabled the content to be tailored very specifically to the needs of the employees. 2. Both the pedagogical-practical and theoretical-conceptual context of the project became the continuous reference point of teaching and research of the participating university institutes. Students were systematically involved in the process of action research. Project contexts were regularly addressed in the university courses, so that the acquired knowledge of action and experience about successful integration processes could be integrated in the study of future pedagogical specialists for intercultural, professional and social integration. From the project context several BA and MA final works were created. In the context of teaching research projects, students and staff were able to engage in a constructive exchange. From the support of JUMP, the universities repeatedly provided impulses into the implementation of the project — beyond the organised training courses. 3. The documentation and writing of activities, experiences and findings from the course of the project ensures the transfer of knowledge in the long term and sustainably. It differentiates between observations and reports on project activities, work materials for (future) professionals and publications addressed to the wider public. In addition to articles in specialist journals, the “mobility stories” are to be mentioned here, which have been collected during the previous project period and open up the subjective perspectives of young people on cross-border mobility as an open-acess publication. Based on the extensive previous experience, the various strands of the work packages were bundled during the supplementary application. The successful concept of Future Camps was put into focus, in addition, the activities during the extension phase were focused on the preparation and implementation of “Toreby Bed & Bike” as a final event, which should at the same time open up perspectives beyond the duration of the project. However, the completion of the project was affected by the coronavirus pandemic. Thus, there were not only significant delays in the preparation of student stories. In addition, the second Future Camp in Bøsøre Strand on Funen (DK) as well as the final training event had to be cancelled. The attempt to set up an event similar to that in Toreby 2019, on the German project side in Niebüll, could not take place because of the corona restrictions. As a closing event, together with the youth hostel in Niebüll, a three-day event was planned, consisting of a bicycle tour to the German-Danish border, a JUMP exhibition, a final evening with project staff and young people as well as the final conference. For this purpose, the last detailed plans were discussed at the steering group meeting in February 2020 and the tasks were distributed. The bike tour should be combined with the actions to mark the 100th anniversary of the German-Danish border. However, the pandemic-related restrictions made it impossible to organise such a closing event. The planned contributions as well as all important project results, image collages and publications were instead stored on a USB memory card with JUMP logo, and — almost as a virtual final conference — sent to potential participants and interested parties. see Annex “1.10 final report JUMP Question 1 Danish”

2019 var endnu et vellykket, men også turbulent år for JUMP. JUMP har fortsat haft elever på udvekslinger og inspirationsture over den dansk-tyske grænse. De unges erfaringer med opholdet i det andet land har været et centralt omdrejningspunktet for udvikling af såvel aktiviteter med de unge som for forskningsresultater. Modellen for Future Camps blev videreudviklet i 2019. Som led i udvikling af ideer til udviklingen af vores cykelturismecenter i Toreby, var der i designfasen fokus på implementeringen af ideer og sikring af kontinuiteten mellem Future Campen i uge 19 og eventen "JUMP Bed and Bike" i Toreby i juni måned. Denne udvikling i retning af idéudvikling og implementering viste sig at være succesfuld. Resultatet var meget konstruktivt og samarbejdet mellem partnerne omkring dette næste skridt i projektet fungerede rigtig godt. ”Bed and Bike”-eventen i Toreby var en stor succes. Elevernes arbejde på Future Campen med pop-up-boder, kunstværker, cykelværksted og indretningsdesign blev realiseret i samarbejde med vores gode netværkspartner Pigeon Plan, og vi gennemkørte vores nyudviklede cykeltur i omegnen til forskellige historisk betydningsfulde - men turistmæssigt upåagtede – steder. Især ideen om indretning af et ’mulighedsrum’, hvor (cykel)turister kunne slappe af og hygge sig, blev godt modtaget af eleverne. Her kunne eleverne udvikle og realisere deres egne ideer om design, møbler, faciliteter, udsmykning og indretning. Der var ikke på forhånd fastlagt et bestemt endemål eller udseende for mulighedsrummet. Det handlede om at skabe et mulighedsrum, som eleverne kunne designe og indrette. I relation til projektets forskningsaktiviteter er der lagt vægt på at skrive og færdiggøre ”mobilitetsbogen”. Også i 2019 har universitetsstuderende fra både EUF og RUC deltaget i JUMP, og der er udarbejdet studenterrapporter med udgangspunkt i JUMP-projektet. Der arbejdes med udarbejdelse af yderligere publikationer om "eventpædagogik" og "historier om arbejde". Som led efteruddannelsesaktiviteterne for underviserne blev grundstenen lagt til etablering af et bæredygtigt internationalt arbejde i de deltagende tyske partnerinstitutioner.

Das Projekt JUMP verfolgte drei Teilziele: 1. Verbesserung der beruflichen und sozialen Integration benachteiligter, gering qualifizierter Jugendlicher in Bildung, Ausbildung und Beschäftigung durch Mobilitätsförderung , interkulturelle Kompetenzentwicklung und Förderung von unternehmerischem Denken; 2. Verbesserung der Zusammenarbeit mit Unternehmen, die die wirtschaftlichen Stärken der Programmregion präsentieren und wichtige Ausbildungs- und Arbeitsmarktpartner sind; 3. Wissenstransfer des erworbenen Handlungs- und Erfahrungswissens über gelingende Integrationsprozesse in Studium, Aus- und Weiterbildung pädagogischer Fachkräfte für interkulturelle, berufliche und soziale Integration. Die Zahlen zur Erfüllung der Programmindikatoren sowie auch der projekteigenen Indikatoren zeigen deutlich, dass JUMP seine quantitativen Ziele insgesamt erreicht und teilweise sogar übertroffen hat. zu 1.) Wir haben insgesamt 542 junge benachteiligte Menschen in verschiedenen Aktivitäten „über die Grenze hinweg bewegt“. Dabei waren vor allem Aktivitäten mit Betreuung durch die entsendende Einrichtung sehr erfolgreich. Dies waren die Inspirationstouren, mehrtägige Austausche, Praktika, die Future Camps sowie die jährlichen Events. Diese Aktivitäten wurden von den Jugendlichen sehr gut angenommen und im Projektverlauf zunehmend mehr nachgefragt und von Eltern und Familien unterstützt. Die zentrale Rolle für die Erreichung des Teilziels der Verbesserung der Chancen benachteiligter Jugendlicher und junger Erwachsener auf eine soziale und berufliche Integration spielten die Future Camps. Die Weiterentwicklung des Konzepts der Zukunftswerkstätten im Hinblick auf die Projektziele und die besonderen Bedarfe der Zielgruppen(n) stellt einen besonderen, nachhaltigen Mehrwert dar. Die deutsch-dänischen Future Camps vereinten die drei Elemente: teilnehmerorientierte Reflexion der Lebens-, Lern- und Ausbildungserfahrungen, praktische handwerkliche und/oder musisch-kreative Workshops und die gemeinsame Gestaltung des Aufenthalts der deutschen und dänischen Teilnehmer „an einem dritten Ort“, abseits der jeweiligen Alltagsumgebung. Die Teilnahme an den Future Camps erleichterte es den jungen Menschen, mobiler zu werden, andere junge Menschen kennenzulernen und gemeinsam praktisch zu arbeiten. Sie überschritten damit nicht nur Landesgrenzen, sondern auch eigene Grenzen und bauten eigenständig Kontakte in den Future Camps auf. Damit ist das Konzept der Future Camps aufgegangen. Die Teilnahme stellte für viele Jugendliche eine erste Auslandserfahrung überhaupt dar; für Angehörige der deutschen bzw. dänischen Minderheit, die in zweisprachigen Familien aufgewachsen sind, eröffnete sich damit ein Möglichkeitsraum, in dem ihre Sprach- und interkulturellen Kompetenzen Geltung und Anerkennung fanden. Partizipation und Eigeninitative wurde gefördert. Die Mobilität der einzelnen Teilnehmenden hat sich verbessert, die Aufgeschlossenheit gegenüber einer Ausbildung ist gestiegen und einzelne haben nach dem Future Camp eine Ausbildung gestartet. Mit der Teilnahme an den Future Camps ist gleichsam bei Teilnehmenden „ein Schalter umgelegt worden“. zu 2.) Die Zielgruppe benachteiligter Jugendlicher für Praktika in Unternehmen jenseits der jeweiligen Grenze zu „bewegen“, stellte eine der größten Herausforderungen des Projekts dar. Die Future Camps boten ebenso wie die jährlichen Events einen wichtigen Raum, um Kontakte zwischen den als Netzwerkpartner beteiligten Unternehmen und den Jugendlichen herzustellen. Dadurch waren die jungen Menschen eher bereit, in diesen Firmen ein Praktikum zu absolvieren. Gleichermaßen herausfordernd blieb es, die Unternehmen in die Projektaktivitäten einzubeziehen. Die Beteiligung blieb hinter den Erwartungen zurück. Die Gründe hierfür liegen vermutlich im notwendigen Zeitaufwand für die Betreuung und Einarbeitung. Fehlende Sprachkenntnisse stellten hingegen für beide Seiten, Jugendliche wie Unternehmen, keinen gravierenden Hinderungsgrund dar. Ein positiver Effekt unserer Projektarbeit war jedoch, dass Unternehmen durch das Projekt stärker für die Bedarfe und Stärken der Jugendlichen sensibilisiert worden sind. Bei konkreten Anfragen in Unternehmen, auch solchen, die nicht Netzwerkpartner waren, konnte eine hohe Bereitschaft zur Übernahme von Praktikanten aus dem jeweils anderen Land festgestellt werden. zu 3.) Die handlungsforschende Begleitung des Projekts durch die Roskilde-Universität und die Europa-Universität Flensburg sicherte den Wissenstransfer des erworbenen Handlungs-und Erfahrungswissens und der im Projektverlauf gewonnenen Erkenntnisse. Die entsprechenden Weiterbildungsaktivitäten waren auf drei Zielebenen gerichtet: 1. im Sinne formativer Selbstevaluation waren die halbjährlich stattfinden Weiterbildungsveranstaltungen für die Mitarbeitenden der beteiligten Einrichtungen als Lernschleifen so konzipiert, dass Projekterfahrungen unmittelbar aufgegriffen und für Weiterbildungsprozesse fruchtbar gemacht wurden. Den Weiterbildungsveranstaltungen gingen jeweils vorbereitende Workshops voraus. So konnten die Inhalte sehr gezielt auf die Bedürfnisse der Mitarbeitenden abgestimmt werden. 2. Sowohl der pädagogisch-praktische als auch die theoretisch-konzeptionelle Kontext des Projekts wurde zum kontinuierlichen Bezugspunkt von Lehre und Forschung der beteiligten Universitätsinstitute. Studierende waren systematisch am Prozess der Handlungsforschung beteiligt. Projektzusammenhänge wurden regelmäßig in den universitären Lehrveranstaltungen thematisiert, so dass das erworbene Handlungs- und Erfahrungswissen über gelingende Integrationsprozesse im Studium von zukünftigen pädagogischen Fachkräften für interkulturelle, berufliche und soziale Integration integriert werden konnte. Aus dem Projektzusammenhang heraus entstanden mehrere BA- und MA-Abschlussarbeiten. Im Kontext von Lehr-Forschungsprojekten konnten Studierende und MitarbeiterInnen in einen konstruktiven Austausch treten. Die Universitäten lieferten aus der Begleitung von JUMP immer wieder Impulse hinein in die Projektumsetzung – über die organisierten Weiterbildungen hinaus. 3. Die Dokumentation und Verschriftlichung der Aktivitäten, Erfahrungen und Erkenntnisse aus dem Projektverlauf sichert den Wissenstransfer langfristig und nachhaltig. Dabei wird differenziert zwischen Beobachtungen und Berichten über Projektaktivitäten, Arbeitsmaterialien für (zukünftige) Fachkräfte und Publikationen, die an die weitere Öffentlichkeit gerichtet sind. Hier sind neben Artikeln in Fachzeitschriften insbesondere die „Mobilitätsgeschichten“ zu nennen, die während der bisherigen Projektlaufzeit gesammelt wurden und als Open-Acess-Publikation die subjektiven Perspektiven der Jugendlichen auf grenzüberschreitende Mobilität eröffnen. Auf Basis der umfangreichen Vorerfahrungen wurden während des Ergänzungsantrages die verschiedenen Stränge der Arbeitspakete gebündelt. Das erfolgreiche Konzept der Future Camps wurde in den Mittelpunkt gestellt, darüber hinaus waren die Aktivitäten in der Verlängerungsphase auf die Vorbereitung und Durchführung von „Toreby Bed&Bike“ als abschließenden Event ausgerichtet, der den Beteiligten gleichzeitig Perspektiven über die Projektlaufzeit hinaus eröffnen sollte. Mit der Erarbeitung von „Schülergeschichten“ sollte dokumentiert werden, wie junge Menschen mit zahlreichen Einschränkungen sich in JUMP „auf den Weg“ hin in das Arbeitsleben begeben haben. Der Abschluss des Projektes wurde allerdings durch die Corona-Pandemie beeinträchtigt. So kam es nicht nur zu deutlichen Verzögerungen bei der Erarbeitung der Schülergeschichten. Zudem musste das zweite Future Camp in Bøsøre Strand auf Fünen (DK) ebenso wie die abschließende Weiterbildungsveranstaltung abgesagt werden. Auch der Versuch, ein ähnliches Event wie in Toreby 2019, auf der deutschen Projektseite in Niebüll auf die Beine zu stellen, konnte wegen der Corona-Einschränkungen nicht stattfinden. Als Abschlussveranstaltung war gemeinsam mit der Jugendherberge in Niebüll ein dreitägiges Event geplant, das aus einer Fahrradtour zur deutsch-dänischen Grenze, einer JUMP-Ausstellung, einem abschließenden gemeinsamen Abend mit Projektmitarbeitenden und Jugendlichen sowie der Abschlusskonferenz bestehen sollte. Dazu waren die letzten Detailplanungen auf dem Treffen der Steuerungsgruppe im Februar 2020 besprochen und die Aufgaben verteilt worden. Die Fahrradtour sollte mit den Aktionen zum 100. Jahrestag der deutsch-dänischen Grenze verbunden werden. Die pandemiebedingten Einschränkungen ließen allerdings die Durchführung einer solche Abschlussveranstaltung unmöglich werden.
