COOPEREM vise la mise en oeuvre opérationnelle d’une politique partagée en matière de prévention des urgences et gestion des incendies afin de réduire l’impact de ce risque, tant en termes de pertes humaines et économiques que de dommages matériels et environnementaux, sur la zone frontalière de l’Espace Catalan Transfrontalier (ECT), principal corridor de services de la zone. L’atteinte de cet objectif ambitieux n’est possible que par un travail collaboratif transfrontalier fort entre les différents acteurs territoriaux compétents sur chaque phase de la protection contre les incendies: l’anticipation, la prévention et la gestion du risque. Ainsi, piloté par le DINT de la Generalitat de Catalunya, COOPEREM regroupe le DARP, la DDGI, le SDIS 66, l’ONF, le CDPO et le SIVU des Albères. Ensemble, nous élaborerons une stratégie transfrontalière permettant d’apporter une réponse globale au risque par : l’application d’une stratégie d’anticipation commune, la mise en oeuvre d’une gestion coordonnée du risque incendie et le développement d’une réponse transfrontalière rapide, efficace et sécurisée face aux catastrophes liées à ce risque. Ce projet revêt un enjeu crucial pour notre territoire car, si le feu a toujours été étroitement lié à l’écosystème méditerranéen, il est devenu ces dernières années une menace réelle, notamment en raison des grands incendies de forêts rapides, surpuissants et difficiles à maîtriser avec les moyens de lutte actuels.

COOPEREM tiene por objetivo la puesta en marcha operativa de una política compartida sobre la prevención de riesgos y gestión de incendios para reducir el impacto del riesgo para evitar pérdidas humanas y económicas como también daños materiales y medioambientales sobre la zona transfronteriza del Espacio Catalán Transfronterizo, principal corredor de servicios de la zona. El alcance de este objetivo ambicioso sólo es posible con un trabajo de cooperación transfronterizo sólido entre los diferentes actores territoriales competentes en cada fase de la protección contra los incendios: anticipación, prevención y gestión de los riesgos. Liderado por DINT de la Generalitat de Catalunya, COOPEREM agrupa DARP, DDGI, SDIS 66, ONF, CDPO y SIVU des Albères. Eaboraremos en común una estrategia transfronteriza que responderá de forma global a los riesgos gracias a la aplicación de una estrategia de anticipación común, a la puesta en marcha de una gestión coordinada de riesgo de incendio y de desarrollo de una respuesta transfronteriza rápida, eficaz y segura frente a catástrofes relacionadas con este riesgo. Este proyecto es fundamental para nuestro territorio si tenemos en cuenta que el fuego ha sido, desde siempre, un elemento estrechamente relacionado con el ecosistema mediterráneo y por consiguiente es una amenaza real y permanente; sobre todo en los últimos años dado que los grandes incendios son rápidos, intensos y difíciles de contener con los medios actuales.

Description (EN):

The overall aim of the COOPEREM project is the development of a common policy in the fields of emergency prevention and fire management. This is intended to reduce the impacts of that risk, avoiding human and economic losses as well as material and environmental damages at the border area of the Catalan Cross-border Space (ECT), which includes the main transportation and service corridor of that zone. To achieve this ambitious scope, a sound shared work is required between the local stakeholders entitled on each phase of fire protection: alert, prevention and risk management. Thus, led by the DINT of the Government of Catalonia, COOPEREM establishes a partnership between DARP, DDGI, SDIS 66, ONF, CDPO and SIVU des Albères. Together, we will design a cross-border strategy providing a global answer to risk by a shared anticipation strategy, a common management of fire risk, and the development of a fast, secure and efficient cross-border answer scheme against fire-related emergencies. This project is of outmost importance for our territory, taking into account that fire has always been closely linked with the Mediterranean ecosystem, and therefore represents a real and permanent threat, especially in the last years, due to fast, intense wildfires, which are difficult to afford by the firefighting forces.
