Dans la mer Méditerranée l’utilisation intensive de l'espace maritime demande une gestion intégrée pour éviter l'impact cumulatif et les conflits entre utilisateurs. La Planification de l'Espace Maritime est préconisée comme une solide approche pour atteindre ces objectifs. Néanmoins la plupart des Pays Méditerranéens ne sont pas encore passés par ce processus. Ce projet a pour objectif de 1- mettre au point des méthodologies communes et des outils géospatiaux pour l’évaluation de multiple stresseurs, coordonner la surveillance environnementale, analyser les multiples critères et les engagements des autres parties concernées; 2- traduire ces lignes directrices en projets pilotes et stratégies coordonnées pour résoudre les conflits qui affectent la biodiversité marine. Les résultats attendus sont la coopération et les régulations transnationales, le développement de pratiques exemplaires coordonnées pour la gestion de moteurs du changement dans la biodiversité et les services écosystémiques, le contrôle coordonné, le partage de données et l'engagement des usagers et parties intéressées. L'objectif est d’accroître les stratégies et les recommandations transnationales, en adoptant un mode de Planification de l'Espace Maritime axé sur l’écosystème qui tient compte des principaux objectifs de la DCE Stratégie pour le Milieu Marin. Les gestionnaires d’aires marines protégées, des institutions publiques et les principaux intervenants bénéficieront des résultats du projet.

Description (EN):

In the Mediterranean Sea, the intensive use of maritime space calls for integrated management to avoid cumulative impacts and user conflicts. Maritime Spatial Planning (MSP) – the harmonization of human activities in marine areas - is advocated as a powerful approach to reach these goals. However, most Mediterranean countries have not yet gone through this process. The objectives of this project are 1- to develop shared methodologies and geospatial tools for multiple stressors assessment, coordinated environmental monitoring, multi criteria analyses and stakeholders' engagements; 2- to translate these guidelines into concrete pilot actions and coordinated strategies in selected Marine Protected Areas (MPAs) to solve hot spots of conflicts affecting marine biodiversity and the services it provides. Transnational cooperation and regulations, development of coordinated best practices to deal with present and future drivers of changes in biodiversity and ecosystem services, coordinated monitoring, data access to share information and concrete stakeholder and users’ involvement are the expected results. The final aim is to scale up strategies and recommendations at transnational level adopting an ecosystem-based approach to MSP considering the goals of the Marine Strategy Framework Directive (MSFD) across MPAs. MPA managers, public institutions, and key stakeholders working within the MPAs will benefit from the results of the project.

Achievements (EN):

WP1- 4th GA and SC in Naples (3,4/05), focusing on field activities on coralligenous/P. oceanica in the framework of the WP4 “Testing”. Discussions on the effects of human activities in the AMAre MPAs and their eventual redistribution together with the revision of management plans. An update of the next project activities presented and the organization of the next GA, meetings and workshops were discussed.WP2- Attended meetings: "Modeling the transport and fate of marine litter: lessons learned from DeFishGear and AMAre Projects”, UNEP/MED WG.464 (4-5/04 Montenegro); the INTERREG MED BLUEMED (5-7/04); "Model-based identification of marine plastic sources for the Mediterranean MPAs" EGU General Assembly (12-14/04 Vienna); IUCN "Sustainable Use and Management of Ecosystems meeting" (22-24/04 Croatia); participation with a dedicated stand at the Science in the Citadal 2019 (28/04, Gozo); Panacea meeting (6-7/05 Rome); "Taller de transferencia de logros y retos. Herramientas de Gestión basadas en el Enfoque Ecosistémico" (4/07 Madrid); MPA-Adapt capitalization conference in (4-5/06 Barcelona). Stakeholder workshops: Malta (3-4 June), Punta Campanella (Naples, 7-9 June) Master student of the University Federico II, Brindisi (10 September), Volos (15 April). Publications: Gauci A. et al. (2019) "Automating the characterisation of beach microplastics through the application of image analyses", in press; "The MED programme AMAre project: Actions for the North East Marine Protected Area (Malta)" submitted to the EMSEA Conference.Submitted Reports: "Guidelines and best practices for monitoring the risk of collapse of benthic ecosystems within MPAs"; "Monitoring and assessment guidelines for marine litter in Mediterranean MPAs".WP3,WP4- ISEA model implementation for NMPANS, T. Guaceto and Porto Cesareo, field data on vulnerable habitats and OGC services upload to the geoportal, conflict-use analyses, ecosystem service measurement, evaluation of alternative management scenarios, P. nobilis mass mortality monitoring by citizen science and photogrammetry approaches have been finalised. Temperature monitoring following MPA ADAPT protocols ongoing. Guidelines for the monitoring of Marine Litter will be the reference for the next cycle of the Marine StrategyWP5- Organization of meetings with national/regional competent bodies to implement procedures for the adoption of best practices and official guidelines across MPAs and at transnational level have been planned.
