Toute ville de l'UE est confrontée à des défis similaires liés à la mobilité : la congestion urbaine, la pollution, les émissions de GES et le besoin d'améliorer la mobilité et la qualité de l'air dans un contexte de crise économique persistante. Pourtant, les villes portuaires MED font face à des défis encore plus complexes, nécessitant une approche de planification à long terme de la mobilité, intégrant les flux de transport urbains et portuaires. SUMPORT accomplira les activités et les résultats suivants: - Renforcer les capacités de planification des villes portuaires MED par la formation des fonctionnaires dans la rédaction des PDU et l’échange des expériences de celles qui l’ont déjà approuvé. - Rédaction des PDU dans 2 villes portuaires MED et la mise à jour d’un PDU déjà existant. - La mise en œuvre des actions pilotes et des investissements à petite échelle pour la mobilité durable dans 6 villes portuaires MED. Les défis communs de mobilité des villes portuaires MED exigent, et SUMPORT fournira, une forte approche participative transnationale, l'échange d'expériences avec celles ayant déjà un PDU, la participation à une formation spécifique et la comparaison d’actions concrètes. Des outils seront développés pour le transfert des connaissances et des résultats acquis à un plus large public MED. Alors que plusieurs projets ont été réalisés sur les PDU, SUMPORT est le premier visant la planification de la mobilité urbaine durable dans les villes portuaires MED.

Description (EN):

All EU cities are confronted with similar challenges related to mobility, i.e. urban congestion, pollution, GHG emissions and the consequent need to improve the mobility and air quality in a context of enduring economic crisis. Yet, MED cities having ports are defied with even more complex issues, needing a long-term mobility planning approach, integrating both city- and port-originated transport flows, in order to achieve sustainable urban mobility. SUMPORT aims at tackling this situation through the following activities and outputs: - Strengthening the MED port cities’ knowledge and planning capacities through trainings for MED port city officials in drafting SUMPs, also benefitting from MED port cities already having them. - Drafting SUMPs in two MED port cities and updating one already existing. - Implementing pilot actions and small-scale investments for sustainable mobility in six MED port cities. The common mobility challenges of MED port cities require, and SUMPORT will provide, a strong transnational participatory approach, exchanging experiences and expertise, with those already having SUMPs participating in the training of those who do not, and comparing how SUMPs are translated into concrete actions. Tools will be developed for transferring the gained knowledge and results to a wider MED audience. While several projects have been carried out on SUMPs in EU Programmes other than MED, SUMPORT is the first one tackling urban mobility planning in MED port cities.

Achievements (EN):

Besides daily management, activities in RP5 focused mainly on the implementation of pilot actions (WP3) as well as on transferring (WP4). In WP1 activities focused on the preparation and submission of the request of project extension and of a major budget shift. Moreover, a PSC has been organized in Limassol (it was held at the very beginning of RP6, therefore all the organizational efforts concentrated in the current RP). Activities in WP2 referred mostly to recurrent communication, even if preliminary arrangements as for the final event and publication have started. The work in WP3 consisted mainly in the implementation of pilot actions that are still at a different level of completion. In some cases (Durres, Kotor, Limassol) additional efforts have been required in order to bridge unforeseeable hindrances (e.g. construction works that forced the redefinition of the routing of bike lanes in Durres and Limassol). Activities in WP4 finally gained momentum, with the tender procedure for the e-learning platform completed and relevant activities kicked-off. Moreover, preparatory work in view of the upcoming local transferring events has been carried out. In this context, and in view of creating synergies with the e-learning platform, the Consortium invested quite some efforts in contributing to the Handbook on Sustainable Mobility developed by MOBILITAS project. The interaction among PPs has been constructive, with all concerned subjects engaged in both the implementation of respective activities as well as in outreach and management. This has been further facilitated by the commitment of WPLs that ensured constant oversight of activities and effective flow of information.
