Description (EN):

Re-use Centres are usually managed by SMEs, often social enterprises, that receive, prepare for re-use and distribute goods extending their product lifetimes with important social and environmental impacts, promoting a circular economy vision. They are a powerful vehicle to promote qualitative growth, help develop human capital and strengthen social cohesion. To fulfil this mission re-use centres need to have an economically sustainable business model, an issue that will be at the centre of the project. SUBTRACT will concentrate on the post start-up and scaling-up phases to render re-use centres effective and durable, i.e. to have a steady flow of incoming and outgoing goods well prepared for re-use, a professional management, a suitable financial strategy and an attractive image for the users. The project will research knowledge, exchange experiences, develop guidelines on how to develop the full potentials of re-use centres and render them competitive and will provide guidance to the ERDF managing authorities and other policy makers on how to assess and govern re-use centres in their territory. It will strengthen them in their capacity to enact efficient policies of sustaining re-use centres in becoming self-sustaining, evaluating their management, their investment and innovation readiness, measuring their impact. The elaboration of business principles and models will help actors along the reuse chain (regional and local governments, waste management authorities, NGOs, social enterprises) to collaborate effectively and strengthen networks. Measures will be identified and rendered operational that enforce waste prevention and preparation for re-use activities and favour citizens’ contributions. Efficient awareness strategies, campaign models and other suitable measures will be developed and tested to stimulate the supply and demand of reusable goods and render them attractive and desirable.

Achievements (EN):

In terms of activities, the project has organised a total of 37 policy learning events. It has also identified 17 good practices, produced 6 action plans and led to the increased capacity of 94 people. In terms of results, the project has succeeded in improving 1 regional development policies for a total amount of funds influenced of EUR 200,000. 00.

Expected Results (EN):

The overall objective is to provide policy makers with concrete and praxis-oriented indications on how to enhance the economic sustainability and competitiveness of re-use centres as SMEs, often social enterprises, contributing to inclusive growth and generating good, stable jobs, building capacity among policy makers as to funding policies, monitoring and assessing. The focus of re-use centres on environmental and social impacts needs to be sustained by policy makers challenging and supporting them in their management and innovation readiness and evaluating them with appropriate measurement and assessment tools. The project will create action plans for the regions involved as to how to support both the existence and development of social enterprises active in re-use in their regions, with a particular focus on specific elements of their economic sustainability (access to goods and finding markets for them). The sub-objectives for enabling policy makers to guide, monitor and support re-use centres are therefore: - Economic sustainability of re-use centres. aiming to be self-sustained on the basis of an encompassing approach that includes the evaluation of indirect gains like reduced landfill costs, bringing persons back into the labour market that have been distant for some time, make low cost items available to the public. This requires suitable financial solutions and a financial eco-system; - Improve know how on traceability and on access to waste stream to sort out potentially reusable goods and materials. - Give visibility to re-use centres and render them attractive and “cool” for citizens be it for the supply be it for the demand of reusable goods.

Expected Outputs (EN):

MAIN OUTPUTS: Phase 1: 1 Kick-off meeting combined with the 1st Steering Group meeting. 6 Regional study reports: state of the art of social enterprises, in particular re-use centres as part of inclusive growth and job creation in the involved regions and main obstacles encountered. Up to 3 best practices per Region to be uploaded on the Policy Learning Platform. 6 Action plans for improving SMEs competitiveness with particular regard to re-use centres policy instruments in the involved regions, including Monitoring Plans for their implementation. 1 Guidelines document “Making re-use centres sustainable and successful enterprises”. 4 Interregional seminars, combined with Steering Group meetings and aimed to: exchange experiences and identify best practices; improving SMEs competitiveness with particular regard to re-use centres; coordinate the action plans’ design; share achievements and problems encountered. 6 Regional workshop (kick-off) to involve Stakeholders Groups in the Regional study report. 1 Intensive workshop for organizational learning. 12 workshops (2 for each involved region) to involve Stakeholder Groups in the Action plans design and implementation. 7 multilateral staff exchanges for effective transfer of best practices. 6 Regional conferences, at the end of Phase 1, to disseminate the Action plans. 1 project brochure with 1 update and N. 5 electronic newsletters. 5 Progress reports (5th submitted in phase 2), including a mid-term review meeting at the end of Phase 1. Phase 2: 1 progress report (5th semester). 1 project meeting. 2 updates (at least) of website. 1 annual progress report. 1 high level political dissemination event in Brussels (Final International Conference), to disseminate project results to a large audience. RESULTS: - More effective implementation of policy instruments improving SMEs competitiveness with particular regard to re-use centres policy instruments in the involved regions, including monitoring indicators and procedures and indications for their implementation. - Guidelines “Making re-use centres sustainable and successful enterprises” for setting up, managing in the post start-up phase and scaling-up re-use centres to improve economic sustainability towards becoming self-sustaining, create good and durable jobs, contribute to inclusive growth and promote circular economy in the territory - Increase of the flow of goods that enter and exit re-use centres - Ground prepared for a stronger involvement of the private sector in integrating re-use practices into their entrepreneurial strategy - Increased capacities of regional actors in supporting the implementation of circular economy policies at the local level, and improved local decision making - Higher integration and enhanced role of re-use centres in the regional and local regulatory framework, in particular in regard to access to waste stream to sort out potentially reusable goods and materials.
