I porti affacciati sul Mediterraneo spesso sono circondati da aree urbane densamente popolate su cui impatta il rumore generato da sorgenti sonore portuali. L’obiettivo generale a lungo termine di REPORT è la mitigazione delle emissioni sonore dei porti nell’area di cooperazione transfrontaliera per rendere più sostenibili le infrastrutture portuali dello Spazio Marittimo. Ciò è ottenibile attraverso la creazione di un approccio specifico per la corretta gestione del rumore. Tale metodologia, multidisciplinare grazie alle diverse competenze degli Enti Scientifici che compongono la partnership, mira a essere recepita ed integrata all’interno della Dir. 2002/49/CE la quale non richiede specificamente una valutazione del rumore portuale ma lo assimila a rumore industriale senza tenere conto delle caratteristiche e peculiarità di tali realtà, quali sorgenti sonore complesse di diversa natura e caratteristiche, distribuzione delle sorgenti stesse, caratteristiche peculiari di propagazione. Affrontando tale vuoto normativo, comune a tutto lo Spazio Marittimo in modo multidisciplinare (contemporaneamente dal punto di vista tecnico, gestionale e socio‑economico), e suggerendo metodi comuni per la gestione specifica del rumore portuale, l’approccio innovativo di REPORT risulta necessario al fine di raggiungere la dimensione comune e transnazionale caratteristica degli standard e delle direttive europee. La definizione dei nuovi algoritmi e metodologie nei diversi settori delineeranno e definiranno le migliori strategie transfrontaliere comuni e replicabili per l’abbattimento dell’inquinamento acustico, permettendo di affrontare l’aspetto della gestione del rumore in ambito portuale in maniera completa e pertanto sostenibile. Enti scientifici ed enti pubblici locali beneficeranno degli output di progetto in termini di maggiore consapevolezza nei confronti del problema e correttezza e rigore delle metodologie atte a descriverlo ed affrontarlo con successo.

Description (EN):

The ports overlooking the Mediterranean Sea are often surrounded by densely populated urban areas affected by their noise. The overall long-term goal of REPORT is the mitigation of port noise emissions in the cross-border cooperation area to make the port infrastructure of Maritime Space more sustainable. A specific approach to correct noise management is needed. The different skills of the scientific bodies that make up the partnership make this a multidisciplinary methodology to be implemented and integrated within Directive 2002/49/EC, which does not specifically require port noise assessment but assimilates it to industrial noise without considering its characteristics and peculiarities, such as differing complex sound sources and their distribution and propagation. REPORT deals with this regulatory gap, which is common to all Maritime Space in a multidisciplinary way (technically, managerially and socio-economically), and suggests common methods for specific port noise management; as a result, its innovative approach is necessary to achieve the common and transnational dimension of European standards and directives. New algorithms and methodologies in the different sectors will outline and define the best common cross-border strategies that can be replicated for reducing noise pollution, making it possible to tackle the issue of port noise management in a comprehensive and therefore sustainable manner. Scientific and local public bodies will benefit from the project outcomes in terms of greater awareness of the problem and correctness and rigour of the methods to describe and deal with it successfully.

Les ports méditerranéens sont entourés de zones urbaines densément peuplées où le bruit généré par les sources sonores de leur activité a un impact très important. L’objectif à long terme du projet REPORT est la réduction des émissions sonores des ports de l’espace de coopération transfrontalier dans le but de rendre plus durables les installations portuaires de l'Espace Maritime. Ceci est effectué par le développement d'une approche dédiée de la gestion du bruit. Cette méthodologie, dont le caractère multidisciplinaire est assuré par les compétences des organismes scientifiques du partenariat, a pour finalité d’être implémentée et intégrée dans la Dir. 2002/49/CE qui n’exige pas spécifiquement une évaluation du bruit portuaire mais l'assimile à un bruit industriel sans prendre en compte les spécificités telles que la complexité des sources des ports, la répartition des sources acoustiques sur l’eau et les conditions particulières de propagation du son. En abordant cette lacune réglementaire, commune à tout l'espace maritime, ceci de façon multidisciplinaire (simultanément d’un point de vue technique, gestionnaire et socio-économique), et en proposant des méthodes communes pour la gestion du bruit dans les ports, l'approche novatrice de REPORT est nécessaire pour atteindre la dimension transnationale des normes et directives européennes. Le développement de nouveaux algorithmes et méthodologies dans différents secteurs décrira et définira les meilleures stratégies transfrontalières conjointes et reproductibles pour la réduction du bruit, permettant d'aborder la question de la gestion de l’environnement sonore dans les zones portuaires, d'une manière holistique et durable. Les organismes scientifiques et les autorités locales bénéficieront des résultats du projet en termes d'une plus grande prise de conscience de cette problématique ainsi que de l'équité et de la rigueur des méthodes pour la décrire et la traiter avec succès.
