Description (EN):

TEACHER-CE is integrating and harmonizing results of previously funded projects recognizing their links to topic V-Climate change (CC) adaptation and risk prevention. The main territorial challenge to be addressed concern development of effective CC adaptation processes and prevention of water-related risks in CE, where the effects can be already clearly observed and, in future years, could have strong impact at territorial level. The main objective is to develop an integrated TEACHER-CE Toolbox focusing on management of water resources, including CC, floods/heavy rain/drought risk prevention, small water retention measures and protection of water resources through sustainable land-use management, based on the integration of tools of selected projects: RAINMAN, FRAMWAT, PROLINE-CE, SUSTREE, LUMAT (all CE); H2020 FAiRWAY; LifeLocalAdapt; DRIDANUBE and DAREFFORT (DTP), C3SDisaster Risk Reduction Sectoral Information System and C3S Soil Erosion Demo Case. The project focuses on downstreaming of project outputs/tools to municipalities/regions; TEACHER-CE project will build on tools for integrated water management including CC adaptation and risk prevention of previously funded projects. Experiences gained on local level within TEACHER-CE will be applied for maximizing Toolbox use to effectively and robustly upstream CC adaptation in sectoral plans. The innovation of TEACHER is the controlled and documented integration process of outputs and multiple tools of previously funded projects from different funding programs in a single toolbox with testing and verification in 9 pilot actions in 8 countries. The project will demonstrate how a transnational, level-spanning and cross-sectoral designed partnership creates innovation by focusing on one central topic by fostering a critical exchange of knowledge and experiences of persons and institutions involved aiming on rapid and thorough CC adaptation process of different sectors, having land-use management in specific focus.

Achievements (EN):

The major advantage for TEACHER-CE was the possibility to build its work on previously funded EU-projects (PROLINE-CE, FramWat, RAINMAN, SUSTREE), so that the main results could be efficiently developed based on an existing broad scientific experience. The 12 Project partners coming from 8 countries (Slovenia, Germany, Austria, Poland, Italy, Slovakia, Czech Republic and Hungary) and different fields of expertise – such as water management, forestry, meteorology etc. – have developed an innovative Toolbox. The toolbox CC-ARP-CE (available at: http://teacher.apps.vokas.si) focuses on adaptation of water management to Climate change in order to mitigate the risk of floods/heavy rain/drought as much as possible, e.g. by small water retention measures or protection of drinking water resources through sustainable landuse management. CC-ARP CE presents a central online platform to support stakeholders in the integrated consideration of different fields of action in water management affected by climate change. This innovative Toolbox for climate change adaptation and risk prevention has been intensively tested in 9 Pilot actions in different countries. Through these experiences and the direct feedback of the involved stakeholders, some of which are also so-called Associated partners in this project (water suppliers, municipalities, cities, ministries, enterprises, NGOs, environment agencies, national parks) an optimized and tailored instrument could be developed. In addition, existing policy documents on water management and climate change adaptation in each participating country and at the EU level were evaluated. The Gaps related to the planning process were taken into account when developing the recommendations for integrating the effects of climate change in the planning process of policy documents associated with water management. Based on these results an integrated and joint strategy was developed to promote and stimulate the adoption of this innovative TEACHER-CE Toolbox for efficient use by decision makers in the field of water management planning. Given the uncertainties of future climate, the ultimate goal will be to maximize the use of the Toolbox to effectively and robustly integrate climate change adaption into sectoral plans like Flood-, River Basin-, Drought Management Plans, as well as regional or local spatial plans.

Expected Results (EN): R 3.1 Status of integrated environmental management capacities of the public sector and related entities for the protection and sustainable use of natural heritage and resources achieved through transnational cooperation.

Expected Outputs (EN):

The main result of TEACHER-CE project are improved integrated water management capacities of public sector and related entities for risk prevention, water protection CC adaptation in CE achieved through action on local level and transnational cooperation. The success of the project will base on a reciprocal exchange with stakeholders and experts from different fields who we are planning to approach on local/regional as well as on national/international level. TEACHER will demonstrate how knowledge of transnational and cross-sectoral partnership creates innovation by focusing on water management aiming at CC adaptation of different sectors. TEACHER-CE Toolbox will stimulate this exchange and learning process. The involvement of ASPs in a very early stage of the Toolbox development and later by its validation will ensure sustainability of the project outputs. PPs test TEACHER-CE Toolbox in pilot actions and have tasks addressed by the different partner institutions’ roles (e.g. governmental institutions: guidelines implementation; water suppliers: implementation of measures for drinking water protection; municipalities: sustainable land use management for water protection and risk prevention; research institutions: assessing and applying research results and dissemination), which will continue in the future. All this will provide the basis for further activities and the implementation of inter-institutional networking during project lifetime and beyond. Due to the diversity of stakeholders (ASPs), cross-sector communication is taking place in the stakeholder workshops, hence the application and replication of the outputs is assured, also for diverse organisations outside the current partnership. The TEACHER-CE toolbox and strategy is transnational and integrates various viewpoints regarding the water issues of partner countries, therefore several linkages exist for taking up the strategy and adapting it for other regions and/or countries.
