Description (EN):

Natural and man-made hazards, anthropogenic effects and extreme climate change events, are persistently putting natural and cultural heritage under pressure, with an increasing frequency over time. In addition, such disasters and catastrophes impose new and continuously changing conservation challenges and urgently needs for innovative preservation and safeguarding approach, particularly during extreme climate conditions. STRENCH outcomes will strongly contribute and capitalise EU funded projects results to improve capacities of the public and private sectors to mitigate the impacts of climate change and natural hazards on cultural heritage sites, structures and buildings at risk as outlined in the priority 6 of the call. It will be specifically tailored and robustly implemented in order to propose ready-to-use solutions (WebGIS tool, hazard maps, methodology for vulnerability ranking, strategies for disaster risk reduction) for assessing climate change effects in order to define strategies for the protection of cultural heritage at risk, assisting local stakeholders in improving their know-how on the process of definition of priorities of intervention and strategies (preparedness/emergency/recovery). According to the Sendai Framework for Disaster Risk Reduction 2015-2030 and the European Agenda for Culture, the political development of innovative strategies will be also an asset together with the introduction of cultural heritage preservation in the main political and planning documents for the next programming period. By the achievement of the planned objectives, STRENCH is expected to proactively target the needs and requirements of stakeholders and policymakers responsible for disaster mitigation and safeguarding of cultural heritage assets and to foster the active involvement of citizens and local communities in the decision-making process.

Achievements (EN):

The STRENCH outcomes: contribute to improve the capacities of the public and private sectors to mitigate the impacts of climate change and natural hazards on cultural heritage sites, structures and buildings at risk. It was specifically tailored and robustly implemented in order to propose ready-to-use solutions for assessing climate change effects in order to define strategies for the protection of cultural heritage at risk, assisting local stakeholders in improving their know-how on the process of definition of priorities of intervention and strategies (preparedness/emergency/recovery). According to the Sendai Framework for Disaster Risk Reduction 2015-2030 and the European Agenda for Culture, the political development of innovative strategies is an asset together with the introduction of cultural heritage preservation in the main political and planning documents for the next programming period. Sustainable risk management strategies for cultural heritage. Pilot-Site implementation of improved WebGIS tool at local/regional level. Expected Results (EN): R 3.2 Status of capacities of the public and private sector for the sustainable use of cultural heritage and resources achieved through transnational cooperation.

Expected Outputs (EN):

Natural and man-made hazards, anthropogenic effects and extreme climate change events, are persistently putting the cultural heritage of Europe under pressure, with a daily incremental frequency. In addition, such disasters and catastrophes compound the conservation challenges and needs of the heritage assets. These events also menace the assets’ social, cultural, historic and artistic values, the safety of citizens, and have an impact on local economies linked to tourism. Consequently, research on adaptation strategies, methodologies and other remedial tools is crucial, in order to safeguard European cultural heritage from the continuous pressures it faces and the related decay-inducing consequences. Through transnational cooperation, STRENCH will mainly result in an improvement of the capacities of CE LAs in strengthening the resilience on CH and landscape protection, taking advantage from the previous outputs and towards long-term socioeconomic development of regions in order to strengthen their competitiveness. Institutional sustainability will be ensured thanks the adoption of measures in line with the Sendai Framework and political support thanks to the engagement of policymakers ensuring regulations adoption putting CH as the main focus of the action. In the future ROPs, national strategies axis will be put into practice to ensure financial support and the transfer of project results towards stakeholders not directly involved in the project. The tool, the tutorial and the training will ensure sustainability and sustainability beyond the project. To maximise synergies between the political, governmental and operational levels in the field of disaster awareness an integrated approach is required, as well as collaboration of competent authorities, establishment of priorities for protecting CH assets, enhancing education, strengthening disaster preparedness for effective response and to “Build Back Better” in recovery, rehabilitation and reconstruction.
