Description (EN):

Risks of heavy rain events are increasing all over Central Europe. They can hit any location with only very short warning time. Every year people die, thousands lose their homes, and environmental damages like water pollution occur. In 2015 economic loss amounted to 1.2 billion Euros (GDV, 2016). The devastating impact of extreme rainfall is the most significant natural risk in Central Europe. Only in May/June 2016 20 people died in CE in heavy rain events. The project’s main objective is to improve integrated management capacities of public authorities to mitigate heavy rain risks. Partners from 6 countries jointly develop practice oriented innovative methods and new tools to reduce fatalities and damages. They implement alert infrastructure in the participating regions. The project will change the regions towards a safer place to live and work sustaining economic growth. Inhabitants, businesses and the environment will benefit from the project. The main joint outputs are: - A transferable toolbox with new tools and methods to assess, map and reduce heavy rain risks. - Implemented innovative forecast and smart warning tools for short warning time. - Implemented measures to reduce health and environmental damages and to improve emergency response. The project achieves a sustainable change at all levels of the public sector. New techniques and innovative tools are implemented with benefit for e.g. businesses, agriculture, cities and people. Trainings and educational measures increase capacities. Policy makers at regional, national and EU-level are part of the process. Recommendations for the integration of heavy rain risks into the EU floods directive are developed. The new tools go far beyond existing practice in CE and in Europe. The transnational strategic approach will effectively reduce these risks and damages. Experience of river flooding projects is considered, and developed further for heavy rain events.

Risks of heavy rain events are increasing all over Europe: Heavy rain events are a major environmental risk in Europe: they can hit any location with only very short warning time. The devastating impacts of extreme rainfalls are the most significant natural risks in Central Europe. Every year people die, thousands lose their homes, and environmental damages like water pollution occur. Our goal: RAINMAN aimed to reduce the losses in the natural and built environment caused by heavy rain. We supported municipalities and regions to cope with the hazards of heavy rain and to mitigate heavy rain risks as far as possible. We developed practice-oriented new tools and innovative methods and collected available information on the topic of heavy rain risk management. All was put together in the RAINMAN Toolbox: https://rainman-toolbox.eu A comprehensive information platform in six languages was created, targeted to municipalities in Central Europe.

Expected Results (EN): R 3.1 Status of integrated environmental management capacities of the public sector and related entities for the protection and sustainable use of natural heritage and resources achieved through transnational cooperation.

Expected Outputs (EN):

The project’s main results are: local and regional administrations gain knowledge and tools to assess the risks of heavy rain for their territory (increased capacities), they use the tools for adapted integrated territorial management and decision making for environmental and infrastructure projects as well as urban developments and they are enabled to raise public awareness and inform local and regional actors about existing risks and individual adaptation by the developed toolbox and implementation guidance. In detail the changes achieved by the project are e.g.: - administrations & people in risk areas know better about the risk situation and take prevention measures, - for people & businesses situated in risk areas the risk of casualties is reduced, - warning systems installed by the project support the preparedness of people and authorities under risk, - prevention measures are realised efficiently due to planning and decision support of the developed toolbox. Altogether, methods & tools, pilot actions & trainings provided and implemented within the project contribute to the expected results and specific objective of the programme: The project results enable the public sector on different governance levels & private entities to better manage the increasing risks of heavy rain events and therefore reduce potential damages. Consequently, this provides a stronger and more reliable basis for the sustainable use and the development of the environmental resources.
