The lack of financial resources of most of the governments remains one of the main burning problems in the protection and maintenance of cultural heritage. This issue is of particular importance to Central Europe region, where the turbulent history and the geopolitical reconfiguration resulted in a large number of neglected or abandoned historic buildings, which till today are suffering from steady decay. These buildings are often connected to degraded areas with economic and social problems, which require immediate intervention. RESTAURA is aiming at identifying, testing, evaluating and promoting good practice on Public-Private Partnership in revitalisation of historical cities and buildings. PPP allows to combine the assets and skills of the public and private sector, while protecting heritage resources at the same time. With limited public resources (national and EU funds), the involvement of private financing and expertise through PPP is the only alternative to save and manage the unique built heritage of Central Europe. Till now, there are only a few examples of PPP in revitalisation projects in Europe, here RESTAURA is willing to give a real change in the use of PPP across Central Europe (innovation). The outputs of the project will be strategies and action plans, tools, pilot actions and workshops for public authorities willing to renovate and bring a new life to abandoned and deteriorated historic buildings with the use of PPP models. RESTAURA brings together 4 CE countries: Poland, Slovakia, Slovenia and Croatia. In each of these countries a mix of public and private institutions participate (local authorities, research and education institutions, PPP associations and NGOs, development agencies) to jointly develop and implement project's outputs in a topic, that is still very new to EU Member States from Central Europe, and transnational exchange of experience is needed.

Achievements (EN):

The lack of accessible financial resources is one of the key problems for most governments in the protection and maintenance of their cultural heritage. This issue is of particular importance to the Central European region, where the turbulent history and the geopolitical reconfiguration resulted in a large number of neglected or abandoned historic buildings, which have been suffering from ongoing decay. These buildings are often connected to deprived areas with economic and social problems which require immediate intervention. Public-Private Partnership (PPP) was a mostly unknown scheme for financing the revitalization of the cultural heritage. The RESTAURA project was committed to face up to this challenge through analysing, testing and promoting PPP in cultural heritage revitalisation projects. The project focused its activities in four countries: Poland, Slovenia, Croatia and Slovakia. In total, four pilot actions on PPP in four Central European cities have been conducted (Nowy Dwór Mazowiecki, Bratislava, Nova Gorica and Buzet). As result of RESTAURA project, participating cities obtained a complete documentation on the potential PPP project on their territory. Within the project, a series of 20 workshops for 114 institutions in 4 countries were organised. In total 307 persons were trained. Also, project partners conducted a total of 109 targeted meetings and participated in 53 events across Europe to present RESTAURA outputs. With limited public resources the involvement of private financing and expertise through PPP is an alternative to be considered by all bodies aiming at safeguarding the unique built heritage of Central Europe!

Expected Results (EN): R 3.2 Status of capacities of the public and private sector for the sustainable use of cultural heritage and resources achieved through transnational cooperation.

Expected Outputs (EN):

RESTAURA sees its role as a catalyst for giving a new life to abandoned and deteriorated historic buildings in CE region. The change that the project is looking for is more involvement of private partners and private financing in the investments related to renovation and revitalisation of historic buildings. Direct, concrete and visible changes brought by the project and its approach are: - Prevent further deterioration of historic buildings, leverage of funds and concrete preparation of investments. Starting with pilot implementations in 4 small and middle-sized cities, RESTAURA will carefully capitalise on this experience to foster further revitalisation investments in the Central Europe countries. - Aware and well-prepared professionals in the public sector taking full advantage of PPP schemes in revitalisation. RESTAURA will conduct a transnational training for Project Partners, as well as national Workshops for municipalities in Poland, Slovakia, Slovenia and Croatia. Apart from a wide dissemination in the countries covered by the project, RESTAURA will approach other networks (EUROCITIES, Convent of Mayors). - Feasible PPP projects in revitalisation, taking into account the needs of the public sector. RESTAURA will prepare a general framework to prepare revitalisation strategies at the local level, with a whole vision of actions to be taken and the accuracy of the use of PPP in different heritage contexts.
