According to EU Landfill Mining Consortium EURELCO NWE region has ~ 100,000 landfill (LF) sites.Most of these sites lack state-of-the-art environmental protection systems,leading to local pollution,land-use restrictions & global impacts. Fortunately, this problem can be transformed into an opportunity, as large volumes of resources (materials,energy & land area) in these LF can be recovered through LF Mining (LFM). In order for LFM to be widely implemented in the NWE region RAWFILL tackles the remaining barriers. The main challenge for stakeholders is the profitability risk due to the lack of reliable data on the recovery potential of LF. Even in the NWE region, inventories of the 100,000 LFs are inadequate, as they lack relevant data on LFs economic potential (quantity,quality & value of materials). Furthermore, traditional LF exploration methods are prohibitively expensive as they require analysis of multiple excavated waste samples.RAWFILL develops 1) an evidence-based,cost-effective standard LF inventory framework (EIF) , 2) innovative LF characterisation by geophysical imaging and guided sampling demonstrated on 2 pilot sites and 3) an associated Decision Support Tool (DST) to allow smart LFM project prioritisation.To interact with the stakeholder community,RAWFILL relies on (digital) promotional & technical materials and participates at/organises public events & training.To sustain long term roll-out of profitable LFM projects, RAWFILL institutes dedicate topic groups, installs & maintains an electronic library, trains ambassadors and ensures academic and extracurricular training. The impact of RAWFILL is guaranteed by long term involvement of all RAWFILLs partners/associated partners&key stakeholders.Beneficiaries are public&private LF owners, their managers&operators.After 10 years, 60 profitable LFM projects, throughout NWE, are expected to have been launched leading to the recovery of 15 Mtons of valuable materials & the creation of 1.500 jobs.

Laut EURELCO gibt es ca. 100,000 Deponien in der Region NWE. Die meisten besitzen kein Schutzsystem, das dem Stand der Technik genügt, was zu lokaler Umweltverschmutzung und eingeschränkter Landnutzung führt.Glücklicherweise kann dies als Chance genutzt werden, da Ressourcen (Material, Energie und Landfläche) mittels Deponierückbau (LFM) gewonnen werden können. Damit LFM zu einer breiten Anwendung in der Region NWE kommt, beschäftigt sich RAWFILL mit der Überwindung vorhandener Barrieren. Die Herausforderung für die Akteure ist das wirtschaftliche Risiko, welches durch fehlende Daten zum LFM-Potenzial zustande kommt. Selbst in der Region NWE ist die Inventarisierung der 100,000 Deponien unzureichend, da Daten zum wirtschaftl. Potenzial der Deponien (Menge, Qualität und Materialwert) fehlen. Darüber hinaus sind traditionelle Methoden teuer, da eine Analyse von Abfallproben erforderlich ist. RAWFILL entwickelt (1) ein nachweisbasiertes, kosteneffizientes, standardisiertes Tool zur Inventarisierung von Deponien; (2) eine innovative Deponiecharakterisierung mittels geophysik. Bildanalyse und geführter Probenahme an 2 Pilotstandorten und (3) ein Entscheidungshilfe-Tool, um die Priorisierung von LFM Projekten vorzunehmen.Um den Austausch mit beteiligten Akteuren zu fördern, greift RAWFILL auf Werbung zurück und organisiert öffentliche Veranstaltungen/Trainings.

Description (FR):

Selon EURELCO, l’ENO compte -100000 décharges (LF) dont la plupart ne sont pas construites selon des principes durables et créent des impacts négatifs. Heureusement ce problème peut se transformer en opportunité car d’importants volumes de ressources (matériaux,énergie,terrains) peuvent être valorisés à travers la réexploitation des décharges (LFM). Pour développer ce marché en ENO,plusieurs obstacles doivent être surmontés. Le principal défi est le risque financier lié aux opérations de LFM en raison du manque de données fiables sur le potentiel de matériaux récupérables. Même en ENO, les inventaires existants sont incomplets car ils ne contiennent pas de données pertinentes sur le potentiel économique des sites (quantité, qualité et valeur des matériaux). En outre,les méthodes traditionnelles d´investigation ont des coûts prohibitifs et nécessitent l´analyse de très nombreux échantillons de déchets. RAWFILL fournit 1) une structure validée et rentable d’inventaire des LFs incluant leur potentiel économique 2) une méthode innovante de caractérisation géophysique et d´échantillonnage ciblé démontrée sur 2 sites pilotes 3) un outil décisionnel de sélection des meilleurs projets de LFM. Pour interagir avec la communauté des acteurs RAWFILL se base sur du matériel (digital) promotionnel et technique, organise et participe à des évènements dédiés. Pour soutenir sur le LT des projets rentables RAWFILL créée des groupes thématiques, développe et maintient une librairie électronique, forme des ambassadeurs ,assure la mise en place de formations Univ. & non-U. L’impact de RAWFILL est garanti par l’implication à LT des partenaires directs,associés et acteurs du secteur. Les bénéficiaires sont les propriétaires/gestionnaires publics/privés de LFs et l’ensemble des opérateurs. Après 10 ans, on estime que plus de 60 projets rentables de LFM seront lancés en ENO en vue de récupérer 15 Mtonnes de matériaux et créer 1500 emplois.

Expected Outputs (EN):

There is no enhanced LFs Inventory Framework (EIF), no cost-effective characterisation method & no prioritisation tool in NWE, nor anywhere else, that allows public/private players to take smart decisions about launching profitable resource-recovery driven LFM projects. The 2 existing tools (Flaminco - Flanders, AuditSite - Wallonia) do not integrate economic data on the resource recovery potential of LFs, as they are primarily focused on health & environmental risks associated to LFs.
