Being considered the backbone of Europe's economy, SMEs also play a crucial role in the regional development. They are naturally present in the rural and less-developed regions, not as attractive for foreign investors or large companies due to differ ent reasons. On the other side, they seem to be the inseparable part of the regional eco-system, tend to be more responsible towards their employees and more integrated into local society. They might be successful, innovative, but so strongly connect ed with the region that they don’t even think about going abroad. The statistic shows that internationally active SMEs are generally more productive, more innovative and employ a larger share of skilled workers. While some companies, especially in t he high-tech sector, can be born global, the majority of firms see internationalisation as a gradual, learning progression from the domestic market to foreign operations. As most of the economic development is concentrated in the urban areas, system atic support of entrepreneurship in the rural areas is insufficient and services facilitating the cross-border operations are scarce. It’s even getting worse when focusing on the eastern regions or the female entrepreneurship support in this area. As a consequence, the international activities Slovak and Hungarian SMEs rank among the worst performers within the EU. Based upon the results of a successful project implemented under the HU-SK CBC Programme 2007-2013, as well as using the synergy ef fect of the EEN’s offer, the aim of this project is to establish closer cooperation among organizations providing support to start-ups, potential entrepreneurs and SMEs (and females), improve their cooperation efficiency focusing strictly on the faci litation of cross-border activities by the improvement of supporting cross-border activities in the border area. The added value will be seen not only in the offered project’s tailor-made services, but also on the development of joint services.

Malé a stredné podniky (MSP), často označované za oporu európskej ekonomiky, zohrávajú tiež významnú úlohu v regionálnom rozvoji. Sú prítomné vo vidieckych oblastiach a menej rozvinutých regiónoch, ktoré z rôznych dôvodov nie sú atraktívne pre zahraničných investorov či veľké spoločnosti. MSP sú neoddeliteľnou súčasťou regionálneho ekosystému, vyznačujú sa väčšou zodpovednosťou voči ich zamestnancom, sú úzko previazané s miestnymi komunitami. Tieto MSP sú častokrát úspešné, inovatívne, ale tak úzko prepojené s regiónom, že o rozšírení svojich aktivít za jeho hranice ani neuvažujú. Štatistiky však naznačujú, že MSP aktívne na medzinárodnom trhu dosahujú vyššiu produktivitu, inovačnú aktivitu či zamestnávajú väčší podiel kvalifikovanej pracovnej sily. Zatiaľ čo niektoré spoločnosti, hlavne v high-tech odvetviach, sú už v čase vzniku globálnymi spoločnosťami, väčšina podnikov vníma internacionalizáciu ako postupný proces prenikania na zahraničné trhy. Keďže na Slovensku aj v Maďarsku je ekonomická aktivita koncentrovaná hlavne v mestách, systematická podpora podnikania vo vidieckych oblastiach chýba a služby zamerané na podporu cezhraničných aktivít sú zriedkavé. V prípade východných regiónov či podpory podnikania žien je situácia ešte menej priaznivá. Ako dôsledok je možné pozorovať veľmi nízku výkonnosť slovenských a maďarských MSP, ktoré sa v ukazovateľoch cezhraničnej aktivity radia na chvost rebríčka krajín EÚ. Projekt CORD nadväzuje na výsledky úspešného projektu realizovaného v rámci Programu cezhraničnej spolupráce Slovensko – Maďarsko 2007-2013, pričom využíva synergie plynúce z ponuky siete EEN. Jeho cieľom je prostredníctvom prenosu osvedčenej praxe (Brand Ambassadors of the EEN Network) upevniť spoluprácu medzi organizáciami poskytujúcimi podporu potenciálnym a existujúcim podnikateľom a zvýšiť efektívnosť v poskytovaním služieb na podporu cezhraničných aktivít potenciálnych podnikateľov so zameraním na cezhraničný rozmer a podnikanie žien v regióne.

A KKV-k az EU gazdaságának gerince, de a regionális fejlesztésben is kulcsszerepet játszanak. Jelen vannak a vidéki és a kevésbé fejlett régiókban is, amelyek a külföldi befektetők/cégek számára különféle okok miatt nem olyan vonzóak. Ugyanakkor, ezek a KKV-k a regionális ökoszisztéma elválaszthatatlan részei, mivel alapjában felelősségteljesebbek a munkavállalóikkal szemben és jobban integrálódnak a helyi közösségbe.Lehetnek sikeresek és innovatívak, de olyan erősen kötődnek a régióhoz, hogy legtöbbször nem is merül föl bennük a nemzetköziesedés. Statisztikák szerint a nemzetközileg aktív KKV-k produktívabbak, innovatívabbak és a képzett munkaerő nagyobb hányadát alkalmazzák. Míg egyes vállalkozások, különösen a „high-tech” szektorban működők, már kezdettől fogva a globális piacot célozzák, a cégek döntő többsége a nemzetköziesedésre, mint egy fokozatos tanulási folyamatra tekint, amely a hazai piactól a külföldi működésig terjed. Mivel a gazdasági fejlődés főleg a városokba koncentrálódik, a vidéki vállalkozások szisztematikus támogatása nem hatékony, illetve a határon átnyúló működését támogató szolgáltatások is csekélyek. Ez a helyzet a keleti régiókban vagy a női vállalkozók támogatását tekintve még rosszabb. Tény, hogy a nemzetközi aktivitás szerinti rangsorban a szlovák és magyar KKV-k a legrosszabban teljesítők között vannak az EU-ban. A 2007-2013 időszakban a HU-SK CBC keretében sikeresen megvalósított projektre támaszkodva, ill. az EEN szolgáltatások szinergiáját használva, a projekt célja, hogy szorosabb együttműködést segítsen elő az olyan szervezetek között, amelyek a start-upokat, potenciális vállalkozókat és KKV-kat (női is) segíti, növelje a kooperációjuk hatékonyságát úgy, hogy szigorúan a határon átnyúló tevékenységek ösztönzésére koncentrál a határmenti régiókban. A hozzáadott érték nem csak a projekt célcsoportra szabott szolgáltatásaiban mutatkozik meg, hanem a közös szolgáltatás-nyújtás fejlesztésében is.

Achievements (EN):

The CORD project promoted the Slovak-Hungarian cross-border business of potential entrepreneurs, start-ups and SMEs. The CORD project under the Interreg V-A Slovakia-Hungary Cooperation Programme aimed at establishing closer cooperation among different business support organizations providing support to potential entrepreneurs, start-ups and SMEs (including women entrepreneurs), improve their cooperation efficiency focusing strictly on the facilitation of cross-border activities by the improvement of supporting cross-border activities in the border area. CORD implemented 17 events (networking, training and project events), in line with the project objective, to provide an opportunity for Hungarian and Slovak cross-border businessmen to meet with potential distributors, business partners, governmental and professional organisations and key players in the regional ecosystem, and to develop their entrepreneurial skills. An Ambassadors Programme was established to extend the outreach of the messages to a wider audience. CORD Ambassadors are representatives of the most successful Hungarian and Slovak companies who pass on good practices and experiences to entrepreneurs, especially women entrepreneurs, in the border regions of the two countries. Different bilingual publications, including articles, flyers, videos, business guides and e-learning platforms were created and developed to help entrepreneurs to improve their entrepreneurial knowledge, skills and cross-border business opportunities/partners.

1, null. 2, null. 3, Tangible outcomes: 2 national reports summarizing the existing support services and organizations financed from public sources, needs of SMEs and barriers in Slovakia and Hungary; 1 analysis of the cross-border region identifying best practices and inefficiences. 4, Tangible outcomes: Dedicated staff trained in 2 + 2 partner organizations in Slovakia & Hungary, 2 guides on doing business in Slovakia and Hungary in both languages, 2 guides on support services in Slovakia and Hungary in both languages, 2 videos summarizing the guides in both languages. 5, Tangible outcomes: 1 study visit; 1 adjusted and updated methodology of the best practice; 1 joint training, 1 call for ambassadors, selection of 3 + 3 ambassadors out of which at least 1/3 are females, 2 trainings of ambassadors, announcement of the ambassadors. 6, Tangible outcomes: 3+3 interactive workshops, aimed at building skills of start-ups, potential entrepreneurs (& specifically females) and general public with special focus on C-B activities, 1+1 networking C-B event events (co)organized. Participants from both countries will be invited to the events.
