Adapt Northern Heritage is concerned with adapting northern cultural heritage to the environmental impacts of climate change and associated natural hazards through community engagement and informed conservation planning. The project will develop an online tool to assess the risks for and vulnerabilities of historic places and provide guidance for the planning of strategic adaption measures that takes into account cultural, economic, environmental and social sustainability. The tool will be develop, test and demonstrated in nine case studies, in Iceland, Ireland, Norway, Russia, Sweden and Scotland, for which adaptation actions plans will be produced. The project will also create a community network with a networking platform, round table workshops and training events. “Climate change will have a direct effect on heritage sites, through physical changes in the environment that change the conservation conditions for the materials of the site. We have only seen the beginning of the physical change”, notes the 2010 report Climate Change and Cultural Heritage in the Nordic Countries. Action is urgently needed to prevent or at least minimise accelerated deterioration and loss of historic places in the northern world regions. Due to the remoteness and geographical dispersedness, communities and authorities in Europe’s Arctic area and northern periphery and other northern world regions are finding it particularly difficult to develop the required capacities, and allocate sufficient resources, to manage their cultural heritage in ways which actively takes climate change into account. Adapt Northern Heritage will support stakeholders by helping to build capacity and providing tools that will enable communities and authorities in northern world regions to cope better with the complexities added to historic place management in times of a changing climate.

Expected Results (EN): Preparedness of responsible authorities in remote, sparsely populated areas for environmental management in relation to climate change and impacts of new investments in exploitation of natural resources

Expected Outputs (EN):

The main project results will be threefold: 1) an online assessment and guidance tool; 2) adaptation action plans for the demonstration case studies; and 3) an international community network with online and real-world activities. Thereby, the project will produce three very tangible outputs. The tool will be innovative by uniting and advancing existing assessment methods and combining them with strategic adaptation planning guidance. The need for such a development was highlighted in the 2011 Norden report noting the requirement for “response planning that takes climate change into account”. This need still remains inadequately addressed to this, as research by the Adapt Northern Heritage preparatory project concluded: Stakeholders expressed confidence in their conservation expertise but were neither confident in their expertise of climate change impact nor in that of the local consultant. Pooling the resources of national heritage authorities will make the tool development also a viable and economically sensible undertaking. The tool is also easily transferrable across the complete Interreg NPA programme area and into Russia, because of the project’s widespread partnership. The 9 adaption action plans will be a concrete and focused output supporting local stakeholder in developing the knowledge that will enable them to take informed decisions about the adaptation measures needed to protect their historic places and how these would fit into their communities wider economic, environmental and social context. The adaption action plans will also act as examples to promote the production of more such plans, regardless if the project’s tool is used. The community network unites 4 relevant activities which the stakeholder research of the Adapt northern Heritage preparatory project had identified. Stakeholders expressed a clear preference for real-world interaction, e.g. in the form of networking events or training course. Online training and other activities were also valued but were not seen as a replacement of events a stakeholder could attend in person. Taken together, the three main outputs will built capacity and expertise of communities and local authorities across the Interreg NPA programme area enabling them to manage better the historic environment with regard to the environmental impacts of climate change and associated natural hazards, thereby protecting their historic places for themselves, as their livelihood and for future generation.
