Description (EN):

With the objective of the transition to a low carbon economy, some countries and regions in Europe are developing energy and land use policies in separate ways by different administrations. To improve the energy sector in balance with the natural resource a challenge is to work on bridging those conflicting views and policies. BIO4ECO aims to improve regional and national policy processes and policy implementation and delivery addressing the transition to a low carbon economy, in relation with renewable energy use, energy efficiency of building, and forest and agricultural biomass. The main expected outcomes are: increase the share of renewable energy in the overall energy mix (17 M€ of ERDF funding benefited by the project), take into account bioenergy and bioeconomy in all planning and decision-making, and lay the groundwork for future integrated strategies and programmes for regional bioeconomy and carbon neutrality. BIO4ECO will organise interregional and local learning process by thematic workshops, study visits and local stakeholder groups meetings, to achieve a greater integration among the lessons learned. Each partner will base their Action Plan on their current and expected policy challenges, and will integrate the lessons learned throughout the project with these exchange activities. In the case of bioenergy policies, there is a strong multi-sectorial element, and Action Plans will take into consideration policy areas where partners have direct legal competence, and other areas where they have shared legal competence and will have to coordinate with other departments/administrations. This is a very important aspect of this project as many policy challenges linked to the regional development of bioenergy strategies are indeed the legislating across policy areas.

Achievements (EN):

In terms of activities, the project has organised a total of 97 policy learning events. It has also identified 21 good practices, produced 8 action plans and led to the increased capacity of 186 people. In terms of results, the project has succeeded in improving 7 regional development policies for a total amount of funds influenced of EUR 2,207,594. 00.

Expected Results (EN):

The overall objective of the project is to improve regional and national policy processes and policy implementation and delivery addressing the transition to a low carbon economy, in relation with renewable energy use, energy efficiency of building, and forest and agricultural biomass. This will imply improving two key aspects of regional policies: the incentivising mechanisms in place to support investments in low-carbon projects and technologies (private mostly but also public), and the reduction of policy overlaps and conflicts related to the availability of bioenergy resources (land-use) thorugh an integration in broader overarching strategies linked to green growth, bioeconomy and climate improvement (carbon neutrality). The main sub-objectives of BIO4ECO project correspond to the commnon current and projected needs of the participating regions in the next 5 years as defined during the preparation, and will thus be: - Increase the share of renewable energy in the overall energy mix by encouraging and facilitating the production and distribution of bioenergy, especially biomass, through a better targeted support to private and public investments, and taking into account the prioritization of bioenergy production at different geographical scales. - Take into account bioenergy and bioeconomy in all planning and decision-making through an enhanced interdepartmental coordination, taking into account the role of forests within regional strategies and programmes. - Lay the groundwork for future integrated strategies and programmes for regional bioeconomy and carbon neutrality, taking into account the Energy-Food-Water land use nexus possible equilibriums and possible pathways to increase the social acceptance of bioenergy policies

Expected Outputs (EN):

BIO4ECO will help advance regional and national agendas towards the low carbon transition, with regards to the use of biomass within the energy mix. At Policy level its main results will be an enhanced support to project’s promoters, through improved co- financing, better targeting or more synergies between funding systems, and, a renewed vision of the policy implications at local level of the increasingly integrated energy and climate policy with other sectoral policies, in a more holistic and less overlapping approach. Other main results include: -Increasing the share of RES within the partners’ energy mixes (365 M€ of ERDF funding benefited by the project, 17M€ directly). -Including local energetic feedstocks (circular economy) within other policy processes at local level. -Set the base for future integrated policies regarding carbon neutrality and bio-based economy. -Enhanced technical capacity of partners and local stakeholders, enhancing the structures for policy dialogue and discussion at regional scale. -Exchanges of experience as a tool for personal and organizational learning and growth. -BIO4ECO will impact on 6 Growth & Jobs or ETC regional programmes EU-wide, and 2 other non-ERDF policy instruments. General projec outputs: -Partnership agreement. -Review and brief summary of the four thematic workshops, transformed into Policy Briefs. -Minutes of the kick-off, steering group and LSG meetings. -Four study visits reports. -Participation to the Interreg Learning Platforms. Regional outputs: -8 Analysis / state of the art, including a gender perspective on the Policy Instruments. -8 Action Plans, including all 4 horizontal principles. -5 meetings of the Local Stakeholders Group in each region/country. -At least 1 policy briefs/press conferences by each partner, jointly with a exchange activity of the project and taking advantage of the presence in the region of all partners Communication outputs: -Regular updates in the INTERREG website. -Leaflets, brochure and regional poster -General and regional semester Newsletters of the project. -Minimum of 60 press releases. -Dissemination of project information and results through appropriate external channels (Interreg Events, EU Green Week, regional development forums, networks of EU regions and cities, etc.).
