L’inclusion des EnR dans le mix énergétique d’une zone, région ou état au niveau politique ne suffit pas.L’usage du potentiel des EnR devrait être le principe horizontal de toute planification soutenue par des mesures EE ; tout comme l’évaluation de l’impact sur l’environnement devient un standard pour tout projet de développement majeur.L’augmentation des EnR dans le mix énergétique sera possible s’il y a une acceptation sociale, des avantages socioéconomiques et si c’est durable.Cela nécessite une approche différente de la planification avec EnR et EE et de traduire une vision locale (regionale, nationale) en opportunités de développement concrètes.Pour démontrer les différents obstacles à la planification des EnR et de prévoir des mesures pour les surmonter, les actions pilotes complémentaires dans de différents pays s’appliqueront pour améliorer l’acceptation des EnR, pour la planification du développement et des activités locales suivant de nouveaux modèles avec des EnR à la base.Les résultats vont améliorer les méthodes existantes du EnR planification, en faisant un modèle simple et complet intitulé : COMPOSE - modèle pour la planification du développement avec des EnR.Il promouvra le concept auprès des décideurs à différents niveaux et il fournira une formation pour les experts qui s’occupent avec la planification du développement. Un document de politique qui intégrera les résultats et le mémorandum d’accord seront livrés dans le cadre de la durabilité du projet.

Description (EN):

The inclusion of RES into energy mix of a certain area, region or state at policy level is not enough. The use of RES potential should be the horizontal principle of any development planning supported by EE measures; much like the environmental impact assessment has become a standard for any major development project.The increase of RES in energy mix will happen if it has strong social acceptance, showing clear socio-economic benefits for the area and is sustainable. This calls for a different approach to development planning with RES and EE at the core of any business planning and a way of translation of local (regional, state) vision into concrete development opportunities. In order to highlight different obstacles to RES planning and provide measures to overcome them complementary pilot actions in different countries will be implemented to tackle obstacles for the social acceptance of RES, and for the local development planning, development of local business according to new business models with RES at the core.Results will upgrade existing methods and approaches to RES planning to make a simple and comprehensive model called: COMPOSE - model for RES development planning.It will promote this concept to decision makers at different levels and also provide a concrete training for experts dealing with development planning on a daily basis.A policy paper to mainstream the results and a Memorandum of understanding will be delivered as part of the sustainability of the project.

Achievements (EN):

Most important result, COMPOSE aimed to achieve in the respective reporting, was to succeed in establishment and/or revival of LAGs and together with them begin implementation of pilot actions, following the Common methodology for demonstration. LAGs and ASPs support, were crucial in ensuring reaching desired impact in the local environment, but also contribute to two goals, which are essential for the continuation of the COMPOSE project: A) verification of the proposed Methodology for demonstration in real-life circumstances and B) better understanding of different environments in which methodology was tested to ensure quality input for development of the Training materials (T 4.3) and Transferability plan (T 4. 4.), which will be the foundation for Systematisation of knowledge (T 5. 5.) in order to ensure the final impact, i.e. signing of MoU. Targeted results were achieved and surpassed; with 15 LAGs established, engaging over 150 experts, alongside other stakeholders, with no mentionable delays in implementation of pilot actions and in some cases even achieving surplus added value of pilot implementation and generating additional initiatives, following the COMPOSE Methodology (See 3. 5. 1. for detailed descriptions). This confirms, and at early stage verifies the robustness and technical validity of the COMPOSE Methodology.COMPOSE partnership also, began a very telling survey, on actual level of knowledge on EEM and RES, among COMPOSE target groups and in addition policy representatives. Intermediate results are a major contribution to better understanding of the need to be address in Capacity building activities (T 4.3).
